Brief Job Description (essential functions of the job):

 

The Senior Technical Product Manager will work under the direction of the Director of Application Development Group within the Technology Services Division. The Senior Technical Product Manager will manage assigned software application projects of moderate to high complexity.  This position is responsible for the coordination of outside vendor(s) with the internal project team, assigning responsibilities, and managing schedules and resources to ensure timely completion of assigned projects. The position will also work with ORD on grant funded IT related projects.

 

An essential function of the position will include communication, coordination and consultation between staff and vendor resources in support of vendor applications currently under agreement with the Boston Police Department. This position requires specialized knowledge of project management, vendor management and technical programming skills. This is a senior level professional position requiring the ability to manage projects on a timely basis.

Responsibilities:

  • Understand and execute all phases of IT Software Development, including initiation, planning, budget, execution, implementation, and post-implementation activities. 
  • Develop detailed work plans, project schedules, estimates, and resource plans in conjunction with project team members and other involved IT and business teams.
  • Define and manage project scope and risks. Investigate and make recommendations on issues that challenge scope boundaries.
  • Monitor and report on project traction, progress and, as necessary, coordinate the development, discussion, and approval of corrective action and/or contingency plans.
  • Create project status reports highlighting critical issues for management and overall status of the project.
  • Conduct project meetings, project tracking and institute an effective issue resolution process.
  • Manage client relations to ensure that project delivery expectations are specified and met.
  • Engage project stakeholders and communicate project updates to ensure buy in and project success.
  • Plan and implement change management as project deliverables are rolled out, including activities such as training, communication, and documentation.
  • Ensure project activities and deliverables adhere to internal quality standards.
  • Perform related work as required.

Minimum Entrance Qualifications:

  • Applicants must have at least three (3) years of full-time or equivalent part-time paid professional experience in IT project management, business analysis and software development.
  • A bachelor’s degree in Business, Information Management, Computer Science, or related field is preferred. 
  • Experience in law enforcement and criminal justice is desired.
  • CJIS Certification required.
  • Experience managing software implementation projects.
  • Must have demonstrated knowledge and experience with best practices in project management.
  • Knowledge of programming languages and web technologies including HTML, CSS, JavaScript and the Google platform is preferred.
  • Knowledge of project management tools such as Smartsheet or Trello is desired.
  • Strong analytical skills with the ability to collect, organize, and disseminate significant amounts of information with attention to detail and accuracy.
  • Experience with software development methodologies and frameworks.
