Brief Job Description:


This position focuses on assisting the HR Shared Services Manager in developing and maintaining a HR service  delivery framework that best utilizes people, processes, and technologies in serving city employees. The position will  provide technical inputs for the end-to-end transformation of the HR function to deliver great experiences for the HR Shared Services with call center, case management, knowledge management, and employee lifecycle campaigns. This  position influences the delivery of efficient HR processes and strategies to achieve excellence through the  implementation of a HR service delivery framework that transforms how the City organizes its employees and  workflows, develops capabilities, and delivers a leading employee experience. 


This position delivers components of technical oversight on internal functional and technical initiatives that require  coordination with internal implementation partners including the Department of Innovation and Technology (DoIT) and external implementation partners. This position assists business transformation, deploying the processes and  connected HR service delivery solution with a priority on data insights and simplified processes. This position assists in  the ongoing oversight of the operation and maintenance of the HR service delivery framework, to include identifying  opportunities for improvement and areas to increase HR process efficiency and HR service delivery.


  • Participates in development and delivery of the service management processes and incorporates user feedback  to recommend the oversight and maintenance of the framework.  
  • Leads the development, configuration and testing efforts for HR system support and maintenance initiatives to deliver a future-proof and scalable solution. 
  • Create and configure business rules, user interface policies and actions, client scripts and access control lists, including advanced scripting of each. 
  • Create and configure notifications, user interface pages and macros, formatters and more.
  • Provides general support, administration, and maintenance of the HRSD platform and associated applications.
  • Coordinates application and platform upgrades.
  • Loads, manipulates and maintains data between the HRSD platform and other systems.
  • Works closely with the HR Shared Services functional team to build requested items and tasks, using workflows to manage processes.
  • Work directly with end users to resolve support issues within HRSD platform. 
  • Participates in designing systems and processes to monitor support, to ensure performance is sustained and effective, and to ensure Service Level Agreements are met.  
  • Assists with developing the specification, development, and implementation of new and redesigned HRSD reports and dashboards. 
  • Assists in providing support for vendor management for existing HR information technology by escalating issues, collaborating with vendor to resolve issues, and proactively engaging vendors to effectively manage system changes.
  • Assists with maintaining HR business processes in other HRIT systems (i.e., recruiting, performance management, annual salary review, absence, time tracking) as needed. 
  • Supports the creation and maintenance of applicable support documentation including, but not limited to,  support plans, job aids, standard operating procedures, cyclical task lists, and service level agreements.
  • Performs related work as required by the job.

Minimum Entrance Qualifications:

  • A minimum of two (2) years of experience with service management frameworks, HR technology implementation, HR shared services, operating model design or organization design.
  • Bachelor's degree in Computer Science, or another appropriate field from an accredited college/university.
  • HR transformation and service delivery experience, supporting cloud-based HR information technology systems  and/or HR shared services.
  • Knowledge of HR functions, processes, policies and best practices. 
  • Technically savvy and able to design and build applications that meet business goals and objectives.
  • Good written and verbal communications skills.
  • Ability to exercise good judgement and attention to detail as required by the position.
