Overview of Essential Functions:

Under the direction of the Director of Human Resources, or designee, coordinates a variety of Human Resources operations, including, labor relations, recruiting, onboarding and position management, payroll, compliance, and other administrative duties. Deals with a diverse group of internal and external partners and contacts

Scope of Responsibility


Labor Relations

  1. Acts as first point of contact for Union notices and correspondence.
  2. Maintains Labor Relations tracking system for grievances, information requests, etc.
  3. Coordinates scheduling and deadlines of Labor related matters.
  4. Digitizes confidential bargaining and other notes/documents.
  5. Performs research on Labor and other Human Resources issues.

Recruitment, Onboarding & Position Management

  1. Coordinates all recruitment, onboarding and position management activities.
  2. Maintains Boston Public Library vacancy database for City budget review/approval.
  3. Coordinates job postings and advertising.
  4. Screens and processes applications for employment.
  5. Responsible for processing and tracking employee actions: new hires, transfers, leaves of absence, terminations, etc.
  6. Conducts employee orientations and exit interviews, and coordinates other onboarding events.


  1. Reviews and submits a variety of payroll transactions: weekly leave adjustments, back payments, cash outs, service date adjustments, longevity calculations, etc.
  2. Assists with processing contractual and COL increases.
  3. Provides support and back up for weekly and biweekly payroll processing. 


  1. Primarily responsible for coordinating, tracking, submitting and communicating CORI clearance.
  2. Distributes medical certification forms and communicates designation decisions.
  3. Communicates requirements and tracks compliance of various policies, laws, collective bargaining agreements (including performance and absence management, etc.).
  4. Maintains Human Resources department files in compliance with applicable legal requirements and policies. 

General Administrative Duties

  1. Coordinates triage and response to departmental inquiries, reports, and requests.
  2. Responsible for updating and maintaining HR webpages on the staff intranet.
  3. Provides coverage via phone, email and in person to assist internal and external customers.
  4. Answers/resolves employee inquiries/requests regarding employment, benefits, direct deposit, leave balances, etc..
  5. Assists in reviewing and maintaining overall department processes and provides feedback for improvements to workflow efficiency and effectiveness.
  6. Coordinates periodic HR staff meetings and attends other meetings, trainings and seminars.

Performs other duties and special projects as required.

Minimum Entrance Qualifications:


Education – High school graduate or equivalent. A Bachelor’s Degree from a recognized college or university preferred.


Experience – Minimum of 3 years of experience in the human resources field. Experience in union-environment and labor relations strongly preferred.


Knowledge – Working knowledge of human resources policies and procedures, laws and regulations (FMLA, ADA, Workers’ Compensation, etc.). Strong knowledge of technology, including but not limited to the internet, office software (e.g., Microsoft Word, Excel, Access, etc.), and HRIS databases and applicant tracking systems (PeopleSoft and iCIMS preferred).


Abilities Demonstrated ability to accept responsibility and meet deadlines, in a fast-paced, diverse work environment. Ability to work diligently with confidential and sensitive information. Ability to communicate effectively, present ideas clearly, and to demonstrate excellent interpersonal skills, collaborating with library staff and external partners.


Skills Exhibits excellent customer service, time and project management, mathematical and problem solving skills. Identifies, plans and prioritizes job responsibilities and tasks; assists in implementing project timelines. Demonstrates initiative and appropriate independent decision-making skills, and absolute discretion and tact in handling confidential information. 


Physical Requirements – Little or no physical demands are required to perform this job. Employee is required to lift (up to 30 lbs), push, or pull office equipment and supplies, in a typical office environment, which may include distracting noise and constant interruptions.



  1. Ability to exercise good judgment and focus on detail as required by the job.
  2. Residency - Must be a resident of the City of Boston upon the first day of hire.
  3. CORI - Must successfully clear a Criminal Offenders Record Information check with the City of Boston.
