Brief Job Description

The Department of Innovation and Technology (DoIT) is leading the digital transformation of government in the City of Boston. Partnering with every City department, we implement technology solutions to modernize business processes, create world-class digital experiences for our constituents, and develop tools and practices to create a data-driven approach to City operations.

 

The Director of Procurement and Finance will oversee all matters related to budget, procurement, and finance for the Department of Innovation and Technology. The Director of Procurement and Finance will report to the Director of Operations, and will play a key role in the development of departmental hiring strategy and priorities.

Responsibilities:

  • Work with other leaders within the department to articulate strategic priorities in annual budget requests, and represent the department throughout the budget process
  • Lead the development and implementation of procedures that enhance the effectiveness of the division's functions, including payroll, grants management, contract management 
  • Manage the drafting and issuance of procurement packages, including Request for Proposals (RFPs)
  • Manage third party vendor contracts to ensure that the City optimizes and leverages its contracts for the benefit of all City departments
  • Act as DoIT's finance liaison to City finance officers for matters related to budget and finance
  • Support stakeholder requirements gathering and cost analysis related to the budget process
  • Monitor effective license positions, enforce software procurement and lifecycle policies, generate cloud migration cost estimates, within ITAM umbrella and support surveillance policymaking and enforcement
  • Develop and maintain a service catalogue for estimated licensure/hardware costs, ongoing support services, and project hourly rates
  • Centralize DoIT procurement with software and hardware-specific buyers
  • Establish and enforce policies on RFP development, vendor market research/communication, respondent evaluation, pilots
  • Maintain an organized database for all contract documents, including interdepartmental or interagency SLAs and MOUs
  • Establish and enforce procedures for evaluating vendor performance and remediation
  • Institute and follow chargeback procedure consistent with the scope of the service catalogue
  • Manages DoIT-related  financial analysis, IT policy writing, and financial/administrative planning
  • Uses the City's Project Management tools to construct and maintain various project portfolios to support recommendations and decision-making by IT governance individuals and groups.
  • Performs related work as required. 

Minimum Entrance Qualifications:

  • At least four (4) years full-time, or equivalent part-time, experience in office, budget, or personnel administration or management, accounting, and reporting.
  • An undergraduate degree with a major in business administration, public administration, business management, or related field may be substituted for the required experience on the basis of one year of such education for six months of the required experience.
  • Master’s preferred.
  • Ability to communicate effectively verbally and in writing; ability to collect and analyze financial data; to prepare reports with findings and recommendations.
  • Ability to establish and maintain effective working relationships with colleagues, vendors, other city departments and external agencies.
  • Demonstrated ability and use of Microsoft Office and Google Suite.
  • Proficiency in Peoplesoft BAIS Financials strongly preferred.
  • Ability to exercise good judgement and focus on detail as required by the job.

 

Boston Residency Required.

Union/Salary Plan/Grade: SENA/MM2-10

Hours Per week: 35
