Brief Job Description (essential functions of the job):

 

The Boston Transportation Department is seeking a Transportation Demand Management Planner to develop and steer transportation demand management policies and programs that advance the city’s collaboration with developers, employer-based organizations, professional associations, and private transportation service and technology providers.

 

Reporting to the Commissioner or designee, and as part of the New Mobility Team, the Transportation Demand Management Planner addresses issues related to the constantly evolving mobility landscape in order to create and enforce a transparent framework to reduce single-occupancy motorized travel and mitigate new developments' effects on the transportation system.

Responsibilities:

Responsibilities include:

 

  • Develops and implements a citywide transportation demand management (TDM) framework.
  • Works with variety of stakeholders, such as new residential and commercial developments, large businesses, and management organizations to adopt TDM programs.
  • Incorporates new shared mobility options into transportation demand management programs.
  • Works with planning and engineering staff to streamline, administer, and enforce Boston Transportation Department’s development review processes.
  • Works with local transportation management associations on joint projects to encourage employers to offer travel options by sustainable modes.
  • Manages project-based community processes using digital, in-person, and on-the-ground (tactical) engagement.
  • Develops and manages off-street parking ratios in collaboration with the Boston Planning and Development Agency.
  • Utilizes GIS mapping, graphic design and website development tools to maintain, analyze and interpret data and provide data metrics.
  • Performs related work as required.

Required to work any and all emergencies as directed by the Commissioner or designee.

 

Minimum Entrance Qualifications:

  • Four (4) years of transportation planning experience, of which at least two (2) years must have been a project management capacity. Project management experience should include contracting, managing scope, schedule, and budget; and managing risks and changes.
  • A bachelor’s degree in city planning or related field preferred and may be substituted for two (2) years of the required experience. The required project management experience may not be substituted.
  • Experience managing transportation demand management (TDM) programs with a major employer, transportation management association, or private sector organization, as well as a demonstrated ability to take projects from concept to implementation, strongly preferred.
  • Demonstrated record working in multi-disciplinary outcome-oriented teams.
  • Ability to collaborate with a diverse range of public agencies, private consultants and community groups.
  • Proven research, writing, oral, and graphic presentation skills.
  • Demonstrated experience with GIS mapping, graphic design, data analysis and maintenance and website development.
  • Ability to exercise good judgment and focus on detail as required by the job.
