Brief Job Description (essential functions of the job):


The Department of Innovation and Technology (DoIT) at the City of Boston is seeking a leader for our Chief of Enterprise Applications.


The Chief of Enterprise Applications will lead the vision for the development, enhancement, implementation, and support of IT applications across the City of Boston. The Chief of Enterprise Applications will manage a team of IT professionals who design, develop, acquire, and adapt application software. This includes planning, design, implementation, project management, and daily operational support. This person will focus on service excellence, strategic planning, staff skill development, and fiscal responsibility. We seek a leader who is both comfortable with the traditional world of large-scale enterprise applications, and eager to evolve that world with the application modern practices such as agile development, service-oriented architecture, SaaS, adaptation of COTS technology, support for open source, and engagement with the civic tech community.


This Chief will sit on the Department of Innovation and Technology senior leadership team, work closely with various stakeholders, which will include but not limited to Cabinet Chiefs, department heads and business partners to ensure alignment with organizational priorities and goals. They will lead a complex organization within DoIT while shaping this division to provide scalable solutions across the City of Boston.


  • Define application development standards, methodologies, and policies to address business requirements and environment complexity.
  • Use hands-on subject matter expertise with enterprise software development and implementation to recommend specific technology solutions to business needs.
  • Guide build vs. buy, custom vs. COTS, SaaS vs. on premise, and proprietary vs. open source decisions with an informed evaluation of risk, cost, and operational sustainability.
  • Provide strong but realistic vision for the evolution of traditional enterprise application management towards a greater reliance on SaaS, APIs, service-oriented architecture, open source, and more agile development methodologies.
  • Develops and manages annual capital and operational budgets based on organizational priorities; works with program sponsors to obtain approval.
  • Manage the application development and support team including assessing skills, assigning personnel across projects, managing and mentoring the team to ensure application operations are running optimally following department standards for efficiency and optimization
  • Provide a vision for large-scale IT application governance that delivers both quality outcomes and the flexibility to adapt to changing business needs.
  • Define and implement IT best practices and standards to develop and support strong governance around scope, schedules, financials, change management, deliverable quality and release management.
  • Provide direct oversight of vendors and manage relationships, procurements, contracts, SOWs, invoices, and deliverables.
  • Administer personnel-related matters, including interviewing and hiring, performance evaluations, disciplinary action, coaching/mentoring, and staff development.
  • Manage competing priorities effectively and handle input from many diverse external collaborators and stakeholders.
  • Maintain currency in emerging industry best practices and methodologies for implementing application system
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Ten (10) years of progressive experience in senior information technology management positions including work in software design, documentation and development methodologies and the delivery of reporting/analytics solutions to business users.  A bachelor’s degree (advanced degree preferred) in computer science, information technology, or a related field. 
  • Proven ability to lead enterprise application deployment and maintenance teams for enterprise applications such as ERP, and permitting and licensing.
  • Demonstrated ability to deliver customer/public focused web based applications.
  • Ability to engage in multiple initiatives simultaneously.
  • Leadership with the ability to lead internal change effectively and sensitively, build rapport across teams and clients/customers, develop/mentor/motivate others, demonstrate and foster genuine and meaningful collaboration, share knowledge effectively, respect others, and embody the values of both Boston IT and the City of Boston.
  • Demonstrated successful delivery of a major project or change management effort.
  • Proven track record in managing diverse teams, including highly-skilled technical resources as well as developing team members of varying skill levels.
  • Strong verbal and writing skills. Able to develop and present complex material effectively to a variety of audiences – technical and non-technical, staff, management and leadership.
  • Experience with public sector or highly regulated environment preferred.
  • Ability to exercise good judgment and focus on detail as required by the job.
