Overview:

The mission of the Department of Neighborhood Development (DND) is to make Boston a more equitable and inclusive city where all residents can thrive. DND oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and develop city-owned property. DND seeks to carry out its mission through a lens of promoting diversity, equity and inclusion and addressing the effects of systemic racism in our city.

 

Brief Job Description:


Under the direction of the Director of Operations or designee, the Human Resources Manager will be responsible for all Human Resources functions of the department. In addition, the incumbent will work with DND leadership to develop and implement personnel policies and strategies that support DND’s programmatic goals.

Responsibilities:

  • Performs all Department human resources functions, including hiring, recruiting, training, organizational development and related areas in accordance with collective bargaining agreements and City rules and regulations.
  • Oversees the Department’s compliance with City HR policies, including attendance, residency, leave, and ethics.
  • Provides assistance and information to employees and managers regarding HR matters.
  • Coordinates the annual employee performance appraisal process.
  • Assists with representing the Department in collective bargaining negotiations and leads or advises supervisors in disciplinary investigations, hearings and other matters in confidence. Represents the Department in employment related hearings, including unemployment, workers’ compensation, and retirement board proceedings.
  • Oversees the completion of hiring/promotion/termination documentation, budget amendments, job descriptions and job postings; coordinates the approval process of newly created positions.
  • Conducts new employee orientations and assists with staff onboarding where applicable.
  • Acts as liaison for the City’s Office of Human Resources and Office of Labor Relations. Working within the guidelines of the department’s collective bargaining agreements, assists with research and grievance preparation. Represents the Department at grievance hearings and dispute resolutions as requested.
  • Maintains personnel records and official files to include: attendance and leave records, medical records, residency requirements, disciplinary actions. Ensure employee files are complete and up-to-date.
  • Prepares a variety of statistics and reports pertaining to human resources activities.
  • Plan, conduct, and/or oversee skill development workshops in coordination with the Office of Human Resources.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of Human Resources work experience. Appropriate educational substitutions may be made.
  • Bachelor’s degree in Business or Public Administration or related field with a concentration in Human Resources Management is preferred.
  • Excellent organizational, problem solving and communication skills.
  • Demonstrated knowledge of labor laws, regulations, policies and procedures.
  • Knowledge or Experience with Microsoft Office and Google Suite.
  • Ability to exercise good judgment and focus on detail required by the job.

 

Boston Residency Required.
