Overview:

This is a provisional appointment.

Brief Job Description (essential functions of the job):

Reporting to the Director of the Human Resources Division (HRD), the Principal Administrative Assistant will act as the Assistant Director of the Human Resources Division.  

Responsibilities:

  • Oversight and day-to-day management of the staff in various units assigned to the HRD.
  • Manages the HRD's use of PeopleSoft as related to wage and salary administration, position management, workforce management and development, and manipulates data for reporting purposes.
  • Develops and maintains auditing systems for data entered into PeopleSoft.
  • Develops, implements, and updates human resources policies and procedures and/or training programs in accordance with applicable city, state and federal laws, collective bargaining agreements and/or Departmental Rules and Regulations.
  • Acts as liaison to the City's Office of Human Resources.
  • Collaborates with the Department's Office of Labor Relations and Legal Advisor on employment-related matters.
  • Provides guidance to Department employees and management on issues concerning the ADA, FMLA, harassment policy, etc.
  • Coordinates annual projects such as performance evaluations.
  • Advises department managers in all human resources issues such as employee relations, discipline, and training.
  • Counsels employees on work-related matters and assists in conflict resolution.
  • Manages and implements City of Boston policies such as harassment, residency, etc.
  • Assists with promotional testing for sworn employees.
  • Performs related work as required. 
     

 

Minimum Entrance Qualifications:

Applicants must have at least four (4) years of full-time, or equivalent part-time, paid professional experience in human resources management with an emphasis on policy, procedure, and employee relations.  Strong verbal and written communication skills are required.  Preference will be given to candidates with demonstrated successful experience using PeopleSoft HRMS.   It is strongly preferred that applicants have a minimum of a master's degree in Human Resources or a related field; working knowledge of the principles and practices of human resources management; experience working in a human resources capacity in a union environment; general financial understanding for budgetary purposes; working knowledge of Microsoft Word, Excel, and Access.  Ability to exercise good judgment and focus on detail as required by the job.
