The Department of Innovation and Technology is looking for a Geospatial Data Analyst to join the Enterprise Applications team. The Enterprise Applications team supports many of the technology platforms (Permitting, Revenue Management, ERP, GIS, etc.) which power the delivery of City services.


Brief Job Description:


Under direction of the GIS Program Manager, the Geospatial Data Analyst will prepare and manage data, perform spatial analysis, produce maps and provide training to support City initiatives and priorities utilizing geographic information system (GIS) technology.


The Geospatial Data Analyst is responsible for the following key activities:


  • Performs geographic analysis to create maps and databases needed for decision making using a variety of modules of Geographic Information Systems (GIS).
  • Develops creative options to layout and information presentation using GIS tools and other graphic design and publishing software. 
  • Creates, quality checks, coordinates and updates geospatial information.
  • Maintains a strong understanding of relational databases and geodatabases. 
  • Integrates disparate data sets.
  • Identifies opportunities for future GIS applications and service deliverables.
  • Manages priorities and ensure alignment with departmental priorities.
  • Stays current with the City’s suite of desktop of server GIS platforms and associated programming languages.
  • Develops desktop and web-based GIS applications and map services.
  • Creates interactive web maps and applications using ArcGIS Online mapping platform.
  • Works with a variety of imagery datasets, including raster, vector, orth, oblique and elevation.
  • Publishes features and map services.
  • Creates and manages web apps, story maps, surveys and field capture solutions.
  • Modifies, writes and maintains scripts for GIS processes and applications, including tasks, geoprocessing tools, Modelbuilder and Python.
  • Ensures consistent data management within the geospatial data portal.
  • Performs other related duties as required

Minimum Entrance Qualifications:

  • At least three (3) years of full-time, or equivalent part-time, paid experience in a geospatial analyst role, including the development of mapping deliverables.
  • A bachelor’s degree in geography or a related field is highly desirable and may be substituted for one (1) year of the required experience. A master's degree can be substituted for two  (2) years of the required experience
  • Proficiency in GIS required, specifically ESRI products such as ArcGIS Desktop 10.x, ArcGIS Pro 2.x  and extensions, Microsoft Office and Google Workplace.
  • Experience with ArcGIS Enterprise Portal on an Enterprise RDBMS like SQL
  • Server.
  • Experience authoring maps, publishing maps services, maintaining assets and maintaining cache.
  • Strong Experience with standard and advanced spatial analysis.
  • Understanding of remote sensing analysis.
  • Demonstrated experience managing business and user requirements
  • Demonstrated understanding of agile methodology and how to apply the agile mindset to activities
  • Comfortable with ambiguity and effective with minimal guidance
  • Excellent partnering and collaboration skills
  • Ability to exercise good judgment and focus on the details as required by the job


Preferred Entrance Qualifications:

  • Proficiency in ArcGIS Geoprocessing with Python
  • Proficient in relational database environments including SQL Server, MS Access, Spatial/statistical modeling and Statistics knowledge
  • Proficiency with GIS-related programming languages
  • Experience managing a geographic data portal and open data
  • Proficiency with ESRI CityEngine
