Brief Job Description:

Under the direction of the Director, Human Resources, the Manager of Training and Development  will identify and monitor human resource training needs within the City of Boston. He/she will design, plan, and implement training programs including but not limited to the City of Boston’s Leadership Summit Program.


  • Oversees citywide human resource related employee training and development programs.
  • Works with and develops a strategic plan for employee training and development, including tracking the effectiveness of training programs, identifying gaps, enhancing current programs, and implementing new programs as needed.
  • Conducts annual training and development needs assessment.
  • Develop training sessions and related materials to be delivered in both classroom and virtual settings.
  • Reviews existing training programs; suggests enhancements and modifications to improve engagement, learning, and retention and/or to meet the changing needs for the City of Boston.
  • Regularly evaluates training materials and programs to ensure they are current, accurate, and effective.
  • Maintains knowledge of new methods and techniques for training, and training requirements applicable to the organization.
  • Organizes meetings with management before preparing course materials to ensure a detailed understanding of training subjects and processes.
  • Conducts or facilitates required and recommended training sessions.
  • Conducts analysis on employee participation in training programs to ensure compliance with City requirements.
  • Collaborates with vendors and third-party training providers to arrange employee participation in outside training programs.
  • Ensures that training milestones and goals are met while adhering to an approved training budget. Prepares and implements training budget.
  • Performs other related duties as assigned.

Minimum Entrance Qualifications:

  • At least three (3) years of experience in training with one year of supervisory experience required.
  • Bachelor’s degree in Business Administrations, Human Resources, Education, Communications or related area required.
  • Excellent verbal and written communication skills with strong graphic design ability.
  • Ability to communicate effectively with senior management and other departments.
  • Experience developing annual human resource related training plans and materials for departments throughout the City of Boston.
  • Ability to effectively organize and manage multiple training initiatives simultaneously.
  • Ability to moderate large groups.
  • Extremely organized and detail-oriented.
  • Proficient with Microsoft Office Suite, Google Suite or related software.
  • Experience with Learning Management System (LMS) platforms in the marketplace.
  • Ability to exercise good judgement and focus on detail as required by the job.


Boston Residency Required.
