Brief Job Description (essential functions of the job):

The Retiree benefits manager reports to the City’s Director of Health Benefits. The Retiree Benefits Manager has primary responsibility for the oversight, management, and coordination of all retiree health benefit processes, and plays a lead role in planning and advising retiree health benefits policymaking, particularly regarding Medicare.


  • Plays a lead role in developing retiree health and life benefits including identifying issues, providing subject matter expertise, and presenting data analysis and other research to the Director of Health Benefits.
  • Directly leads and supervises a staff of one - two administrative employees, assuring that retiree benefits are administered accurately, timely, and with a constant focus on customer service and operational efficiencies.
  • Maintains a comprehensive understanding of and is resident expert on Medicare law and other state, federal, and city regulations as they relate to retiree benefits and the local health benefits industry for retirees.
  • Assumes primary responsibility that, through staff and other City departments, all retiree health processes are implemented effectively, and promotes process efficiency wherever possible. Activities include but are not limited to enrollments, payment of Medicare Part B penalties to CMS, payment of Part B refunds to retirees, calculations and entries of deductions.
  • Manages all aspects of implementation of changes to retiree benefits, which may encompass new medical plans, new pharmaceutical plans such as Medicare PDP, or carved out management of pharmaceutical benefits.
  • Maintains a confident understanding of and promotes maximum use of information technology systems in retiree benefits administration, including coordination between the State Boston Retirement System payroll system for deductions, City PeopleSoft system for enrollment, and enrollment with each Health Plan.
  • Manages communications process with retirees related to health benefits, including mailings, phone calls, meetings, or one on one.
  • Assures staff’s ability to counsel, and when necessary personally counsels, active employees and retirees about the Medicare enrollment process and the City’s Medicare Supplement Plans.
  • Creates and presents benefit presentations to large audiences including employees, unions and retiree groups regarding retiree health benefits (such as annual enrollment, retirement planning, and upcoming changes to benefits).
  • Maintains strong relationships with external vendors, primarily including third party administrators and insurance carriers, in order to facilitate accurate and timely benefit administration, leverage best practices, and streamline processes.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least five (5) years of full-time, or equivalent part-time, progressively responsible professional experience. A bachelor's degree in public finance, public administration, business administration or closely related field strongly preferred and may be substituted for two (2) years of the required experience. Additional experience highly preferred.
  • Knowledge, experience and interest in healthcare benefits for seniors, particularly an understanding of the Medicare enrollment process and Medicare supplement products.
  • Strong managerial and interpersonal skills required including ability to effectively manage administrative staff and consultants and work well with other partners within the City.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Demonstrated written and oral communication skills.
  • Strong organizational skills including ability to manage multiple projects.
  • Familiarity using Excel, databases, mail merges.
  • Comfortable understanding and applying legal requirements.


  • Experience using PeopleSoft or other Human Resources Information System to administer a benefits plan – including creating and analyzing reports.


Boston Residency Required.
