Overview:

Brief Job Description (essential functions of the job):

 

Under the direction of the Manager, Accounts Receivable (AR), responsible for ensuring the maintenance of a sound loan portfolio with respect to compliance.  Performs comprehensive reviews and audits loans, validating all loans processed for insuring purpose. Monitors the process to ensure loan files delivered within the required time frame are complete and accurate and properly entered into the City’s Loan Module.  Performs audits on all cash management functions associated with the loan management module.

Responsibilities:

  • Provides third party oversight and segregation of duties of loan management by performing quality assurance review on loan files for completeness and accuracy in Loan Module; ensures specifications of loan documents are entered accurately into the system and that the system is being used properly by Department of Neighborhood Development (DND) personnel. Corrects errors and discrepancies. Identifies issues in data quality, sourcing, or documentation by reviewing existing data and processes.
  • Ensures data integrity in the loan module as the system of record (sub ledger for loan receivables); i.e., verifies and tests data; cross-references data against source documents to verify accuracy and completeness.
  • Audits loans entered into the Loan Module and interfaces with PeopleSoft Receivable and General Ledger; does sampling of loan information for testing purposes monthly or quarterly or as required. Verifies that loan balances on General Ledger are equal to that listed in the Loan Module and in the loan documents. Corrects errors preventing interfacing of loan information between AR and Accounts Payable (AP).
  • Manages accounts receivables for loans; i.e., reviews invoices using AR Billing; verifies amounts and dates of payments received match that specified in loan documents; researches current invoices of loan payments in order to determine status of loans, payment histories, and if in arrears.
  • Manages loan collections; i.e., informs DND personnel of loans in arrears so that borrower may be contacted; enters information received from DND into loan module, records when invoices are sent out and money received; etc.
  • Monitors aging and write offs; reviews dunning report to ascertain age of loan; researches action taken by DND in regards to collections and reviews documentation; prepares recommendations on write offs for approval by Manager.
  • Works with DND personnel to perform needed AR functions (dunning, write offs, etc.) and to remedy identified errors or areas of concern.
  • Prepares recommendations for training, new policies, data scrubbing, or other methods to resolve data quality concerns as required. Assists in development of business processes and training; updates user manuals as needed.
  • Provides reports on loan module to management; i.e., outstanding balances, accrued interest, number of days loans in arrears, etc.
  • Produces necessary statements to conform to financial reporting requirements for tax purposes, etc.
  • Works on projects relating to loan management as assigned.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least three (3) years of full-time, or equivalent part-time, professional experience in financial analysis, fiscal analysis, budget analysis, management analysis, or program administration or management or related field, in work that included loan portfolio management.
  • A bachelor’s degree in accounting, finance, or a related field may be substituted for two years of the required experience.
  • Knowledge of the methods, techniques, principles and practices of management, accounting and fiscal management relating to loan portfolio management.
  • Intermediate level of understanding of Excel required.
  • Competency in the use of related software such as Microsoft Windows, Office Suite preferred.
  • Experience with software such as PeopleSoft Financials preferred.
  • Strong interpersonal skills and the ability to interact with varying levels of staff and management.
  • Ability to communicate effectively orally and in writing; to make presentations; to follow oral and written instructions and procedures; to manage and audit loans; to perform quality assurance review and analyze information and data; to analyze methods and procedures; to define or identify problems and recommend solutions; to maintain confidentiality; to prepare clear and concise statistical and other reports; to make presentations; to establish and maintain effective working relationships; and to work independently and as a member of diverse teams.
  • Ability to exercise good judgment and focus on detail as required by the job.
