Brief Job Description:


Under the direction of the BAIS Project Director and Project Managers, this position plans, coordinates, organizes and schedules change management project related activities.

The Department of Innovation and Technology in partnership with the Administration and Finance Cabinet for the City of Boston is looking for an experienced, collaborative Change Management Lead to join our Boston Administrative Information System (BAIS) team.

As a member of a highly-collaborative team managing the City Human Resources and Financials technology solutions, the Change Management Lead will provide an effective change management methodology, including communication, training development & delivery strategy, the identification of changes and their impacts, and readiness assessments, to ensure the changes associated to the PeopleSoft upgraded solution and migration to the cloud are understood are adopted in a timely and efficient manner. This position will work closely with the project director, project managers, technical and functional resources, business stakeholders and leadership. This position will manage change management analysts to support the change management lead’s plan.

We are looking for an innovative individual who can provide clear communication, training, and assessments to ensure the changes associated with the project provide users with an experience that is highly useful.


  • Oversees and supervises the work of four analysts.
  • Drives the execution of the change management work plan and completes deliverables as required. Delegates tasks to Change Management Analysts, functional analysts and business stakeholders as appropriate.
  • Works with leadership and vendors to create a readiness plan, and monitors and assesses the City's progress toward readiness.
  • Works with Team Leads, the Project Director, Project Managers, Leadership, Stakeholders and End Users to develop communication and key messages, and prepares the business to deliver communication key messages to target audiences.
  • Gathers, understands, and works with the business to identify changes to business processes and organizational changes and works with business and functional analysts to understand, document and communicate the impacts of those changes.
  • Working closely with the business owners, organizes and coordinates the design and delivery of training. Performs quality reviews of training and makes updates as necessary to ensure effective development and delivery.
  • Creates a plan with the business owners to build and incorporate training for specific positions in Departments for current and new hires.
  • Builds and monitors knowledge transfer activities and progression between vendor and team.
  • Identifies and communicates cross area issues that may affect other areas of the application or business processes.
  • Becomes familiar with the changes of the application related to the upgrade and migration through self-directed research, receiving knowledge transfer from the team and vendor, researching Oracle related sites, and participates in training when available.
  • Participates in fit/gap analysis; identifying and documenting changes related to the project
  • Works cooperatively with all Team Leads; identifies and tracks issues and risks to present to the Project Director and Project Manager.
  • Promotes use of technology to create efficient business process change in a highly visible change leadership role.
  • Provides oral and written reports and presentations clearly, concisely, and effectively.
  • Works with departments to identify and plan for changes as related to the upgrade and migration project, and provides leadership and communication in assisting departments in understanding, planning and transitioning to their post-upgrade work environment.

Minimum Entrance Qualifications:

  • At least five (5) years of full-time or equivalent part-time professional experience that demonstrates progressive responsibility in information systems and project leadership is required.
  • Two (2) years supervisory experience required.
  • A bachelors degree in business, IT systems, computer science or a related field is required.
  • Masters Degree in a relevant field is preferred or an equivalent number of years and experience may be substituted for the required education..
  • Demonstrated experience with other Change Management projects or training experience is highly desirable.
  • Familiarity with various communication methodologies, such as print media, online web meetings, and video presentation, is desirable.
  • Familiarity with Oracle s PeopleSoft Human Capital Management (HCM) or Financial (FN) application modules and the Oracle UPK training product is highly desirable.
  • Proficiency with various software products such as Google Products, UPK or other training content creation and scheduling tools, Microsoft Word, Excel, Access and PowerPoint is required.
  • Knowledge of the City of Boston s Human Resources policies and practices is desirable.
  • Applicant must have strong written and oral communication skills and have demonstrated an ability to work effectively in a team environment.
  • Ability to exercise good judgment and focus on detail as required by the job.
