Overview:

THIS POSITION WILL BE FILLED FOR THE TERM OF THE BAIS MODERNIZATION PROJECT WHICH IS EXPECTED TO BE FOR A PERIOD OF APPROXIMATELY 18 MONTHS.

 

The Department of Innovation and Technology in partnership with the Administration and Finance Cabinet for the City of Boston is looking for a collaborative and innovative Change Management Analyst to join our Boston Administrative Information System (BAIS) team for the term of the BAIS Modernization project(18 months).

 

As a member of a highly-collaborative team managing the City Human Resources and Financials technology solutions, the Change Management Analyst will support the change management methodology, including communication, training, and impact and readiness assessments, to ensure the changes associated to the PeopleSoft upgraded solution and migration to the cloud meet the needs of the business and are adopted in a timely and efficient manner. This position will report to the Change Management Lead and work closely with the project director, project managers, technical and functional resources, business stakeholders and leadership.

 

We are looking for an individual who can provide clear communication, training, and assessments to ensure the changes associated with the project provide users with an experience that is highly useful.

 

This is a provisional appointment.

 

Brief Job Description:

 

Under the direction of the Change Management Lead and Project Director and Project Manager supports, the position performs and analyzes change management project related tasks.

Responsibilities:

  • Supports the change management lead with the execution of the change management work plan and provides deliverables as required.
  • Monitors and assesses and communicates to leadership the City's progress toward readiness.
  • Works with team leads, the project director, the project manager, leadership, stakeholders and end users to develop and deliver and key messages or prepare the business to deliver key messages to target audiences.
  • Works with functional analysts and business partners to gather, document, and understand identified business process and organizational changes.
  • Executes on the design, development and delivery of training and knowledge transfer activities.
  • Works with Functional analysts and business partners to build training material, including but not limited to UPKs, job aids, power point presentations, process maps, google docs, live webinars, etc for online, on-demand and in person training and presentations.
  • Presents training and presentation material to an audience with various skill sets and knowledge of the changes, with support from change management resources, functional analysts, business partners and business stakeholders.
  • Ensures online and on demand training is relevant, accurate and stays up to date.
  • Performs quality reviews of live, on-demand, in-person training.
  • Identifies and communicates cross area issues that may affect other areas of the application or business.
  • Becomes familiar with the changes of the application related to the upgrade and migration through self-directed research on Oracle related sites, and participates in training when available.
  • Participates in fit/gap analysis and works closely with functional analysts and business partners to document changes identified in Fit/Gap.
  • Works cooperatively with all team leads; identifies and tracks issues and risks to present to change management lead, project director and project manager.
  • Promotes use of technology to create efficient business process change in a highly visible change leadership role.
  • Provides oral and written reports and presentations clearly, concisely, and effectively.
  • Works with departments to identify and plan for affected individual department systems and provides leadership and communication in assisting departments in understanding, planning and transitioning to their new work environment.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least four(4) of full-time or equivalent part-time professional employment that demonstrates progressive responsibility in information systems and project leadership is required.
  • An undergraduate or graduate degree in computer science, management information systems or business management may be substituted for two (2) years of the required experience.
  • Demonstrated experience with Change Management projects or training programs is preferred.
  • Familiarity with various communication methodologies, such as print media, online web meetings, and video presentation, is desirable.
  • Familiarity with Oracles PeopleSoft Human Capital Management (HCM) or Financials (FN) application modules and the Oracle UPK training product is highly desirable.
  • Proficiency with various software products such as Google Suite, and Microsoft Office is required.
  • Knowledge of the City of Boston's Human Resources policies and practices is desirable.
  • Must have strong written and oral communication skills and have demonstrated an ability to work effectively in a team environment.
  • Ability to exercise good judgment and focus on detail as required by the job

 

Boston Residency Required.
