Overview:

Duration of assignment is 18 months

 

The Department of Innovation and Technology in partnership with the Administration and Finance Cabinet for the City of Boston is looking for a knowledgeable, organized and collaborative Quality Control Manager to join our Boston Administrative Information System (BAIS) team for the term of the BAIS Modernization project.

 

As a member of a highly-collaborative group managing the City Human Resources and Financials technology solutions, the Quality Control manager will work closely with the Functional analysts, Business Analysts, and Developers to create, coordinate and ensure all phases of the application lifecycle process for the upgrade, migration and for all enhancements and fixes, are understood and adhered to by the project team and our stakeholders.  This position will provide QA practices, development, functional and business process improvement recommendations and complete complex analytical tasks as we develop and expand our ERP enterprise solutions. The incumbent will validate the successful completion of the work product making up key project milestones.

 

We are looking for an innovative individual who can provide clear communication, collaborate and coordinate with technical and business users, and is thorough and detail oriented. 

 

Brief Job Description:

 

Under the direction of Senior Staff, this position will support the BAIS [HCM/FN] (PeopleSoft) modules in a manner that ensures the life cycle processes, especially testing phases, are conducted properly, thoroughly, documented clearly so that all changes, enhancements and bug fixes work as expected once in the production environment.

Responsibilities:

  • Documents principals, standards and procedures for the team to follow. Create processes and controls to ensures guiding principles and standards are adhered to
  • Ensures documentation is clear, comprehensive and appropriate for each change to the system, including at a minimum accurate, detailed and concise documentation including functional design documents, configuration documents, user training guides, process maps, testing documents, presentations, and more.
  • Reviews and validates the successful completion of work products for each project milestone.
  • Supervises, leads and directs the work of the assigned Analyst(s).
  • Evaluates and recommends quality enhancements to all aspects of the Project including but not limited to system lifecycle processes, business process improvements, application modifications, application enhancements and application upgrades, as appropriate. 
  • Works with business owners, stakeholders and functional counterparts to gather, document and review business requirements, processes, flowcharts, and configuration decisions.
  • In cooperation with key central departments build and gather thorough, relevant and accurate test scripts. Create a process to maintain test scripts. Build a process for the creation of scripts, ongoing maintenance of scripts, and review of testing into the lifecycle process of upgrades, enhancements, fixes, business cycle calendar events, tax updates, Image updates, and patches.
  • Creates strategy for building and maintaining test scripts for the creation and ongoing use of a test automation tool
  • Creates a control to ensure functional analysts, testers, and developers execute appropriate scripts as it relates to implementing new or enhanced functionality, applying software upgrades, supporting business cycle calendar events, and periodic regression testing.
  • Ensures testing is complete and accurate and documented.
  • Works with Developer Lead to ensures the design, development and retrofits are appropriate and executed correctly
  • Supports Functional Analyst in the writing, review, and approval of functional design specification documents, configuration documents, business process documents. Ensure Design documents include appropriate design and test plan,
  • Works in partnership with application developers and others to troubleshoot and resolve functional application problems.
  • Assists central department personnel with the writing of queries.
  • Analyzes and coordinate the implementation of vendor delivered fixes and patches.
  • Provides oral and written reports in a clear and concise manner.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Four (4) years of full-time or equivalent part-time, professional Quality Assurance/Control, or Business Analyst experience is preferred.
  • Three (3) years professional experience in work involving the interpretation and implementation of generally accepted HR and Payroll processing policies is desirable.
  • A bachelor’s degree in business, IT systems, computer science or a related field is highly desired and may substitute for two years of work experience.
  • Supervisory experience preferred.
  • Attention to detail and the ability to work within project deadlines
  • Experience building and managing quality controls is desirable
  • Experience managing Automated Testing Tool is desirable
  • .Applicant must have strong written and oral communication skills and have demonstrated an ability to work effectively in a team environment.
  • Familiarity with various software products, such as Microsoft Word, Microsoft Excel and Microsoft Access, and Google Suite Products is highly desirable.
  • Broad knowledge of PeopleSoft applications software may be substituted for two years of work experience.
  • Ability to exercise good judgement and focus on detail as required by the job.
