Brief Job Description (essential functions of the job):


Under the general direction of the City Auditor/Deputy City Auditor, performs work of considerable difficulty. Manages the Accounting and Financial Reporting processes for the City and establishes citywide accounting and financial reporting standards.

Supervises a staff of professional accountants and analysts. Directs the planning and development of administrative procedures for accounting, quality control activities, and a variety of special projects.


  • Under the general direction of the City Auditor/Deputy City Auditor, directs the Accounting Program of the Auditing Department, including the establishment and communications of goals, objectives, and performance measures for the Program. 
  • Works with subordinate managers and supervisors to prioritize and plan work within the Program and communicate business processes and standards. 
  • Works collaboratively with the City Auditor and Deputy City Auditor to evaluate and identify changes to the department's priorities, processes, organization, and systems. 
  • Oversees the preparation of the City’s Basic Financial Statement, Official Statement, Management Letter, Comprehensive Annual Financial Report, Schedule A, MSBA Audits, Free Cash Certification, and the departmental reports and documents. 
  • Oversees and coordinates year-end audit with external auditors. 
  • Manages and coordinates the tasks required for the timely and accurate completion of analysis and execution of transactions related to managing the Accounting Program while assuring compliance with City and other governmental regulations and standards. 
  • Ensures that the Program’s business processes and functions are consistent with modern and best practices. 
  • Conducts research and stays abreast of trends in municipal financial structures, and prevailing or best accounting practices. 
  • Oversees a complex financial management system and directs the planning, organizing, testing, and implementation of financial systems upgrades and modifications.
  • Directs the planning and development of citywide training related to accounting transactions and financial analysis. 
  • Provides technical assistance to departments and agencies.
  • Performs complex financial analysis, special projects, or complex system transactions, as needed.
  • Performs related works as required.

Minimum Entrance Qualifications:

  • At least four (4) year of full-time, or equivalent part-time, professional experience, in work where major duties included financial analysis, auditing, or accounting duties including the application of statutory accounting, accounting principles established by the Government Accounting Standards Board (GASB) and of generally accepted accounting principles (GAAP) and standards, including two (2) years in a supervisory capacity. 
  • Knowledge of current and best business practices relative to accounting functions. 
  • Ability to manage programs and projects and ensure compliance with City and other government regulations and standards; to supervise employees; to communicate effectively orally and in writing; to interpret complex policies and information; to provide training; to perform complex financial analysis and system transactions; to conduct research, interpret data and prepare a variety of reports.
  • Ability to establish and maintain effective working relationships with employees and personnel in other departments. 
  • Demonstrated ability in using software such as Microsoft Word, Excel, Access. 
  • Demonstrated ability with financial database software.
  • Ability to exercise good judgment and focus on detail as required by the job.


  • An undergraduate degree in business, accounting, finances, or a related field strongly preferred and, may be substituted for two years of the required experience. A master’s degree in business, accounting, finance, or a related field, preferred. Supervisory experience may not be substituted. 



One year of such education or training is equal to thirty semester hours or its equivalent.  Successful completion of education of less than one year will be prorated on the basis of thirty semester hours per year.

Preferred Experience: 

  • Additional supervisory experience preferred. 
  • Familiarity with the City’s accounting policies and practices preferred. 
  • Experience with Oracle/PeopleSoft Financial v9.1 preferred.
