Brief Job Description (essential functions of the job):


Safety and Stewardship Program Manager is responsible for all aspects of the Library’s physical security and safety programs with direct day to day oversight of security staff that are employed by the Library , security contracts and safety and security procedures at all Library locations. The manager is responsible for management of a security systems program that includes security cameras, card access systems, intrusion devises and other physical security infrastructure. The purpose of the position is to deliver a secure and safe experience for patrons and staff, while ensuring exhibitions and collections are maintained securely, balancing security, access and the user experience. This manager also assists in the supervision and stewardship of all library properties, the shipping and delivery system and works with outside groups and library staff in the implementation of public and private events and programs. The manager assists with establishing, system-wide safety and security procedures and improvement plans and the safekeeping of collections and physical assets.




Scope of Responsibility

  1. Coordinates and oversees all aspects of the Security operations of the Library at all locations.
  2. Is responsible for Security staffing and the performance of security personnel within the parameters of the security contracts. Develops and implements requirements and procedures for the security department/teams. Provides direct oversight of security contract personnel at the Central and branch
  3. Is responsible for security systems, including security procedures, card key access and video camera systems, and works with IT, other library facilities departments and City of Boston departments as necessary to ensure optimal functioning of
  4. Monitors scheduled events and daily schedules, responds to emergency calls, reviews incidents and provides training on library security procedures as
  5. Maintains incident and police reports and records and advises staff of deficiencies and efforts to ameliorate
  6. Hires, orients and trains staff and/or contractors engaged in the operations of the
  7. Compiles statistics and prepares operational and budgetary reports on departmental operations. 
  8. As directed, works with Business Office to monitor work of outside
  9. Assists in the management of the Loading dock and associated procedures in support of library security and approved events schedules and
  10. Assists in managing library’s safety and fire control programs, including organizing fire drills and maintaining appropriate emergency manuals, signage, and egress. Responsible for interaction with fire and law enforcement officials during public events and programs. Represents the Library during emergencies while on
  11. Helps coordinate Systemwide safety procedures, evacuation procedures and muster points, incident reporting and disaster
  12. Works with Facilities staff to communicate in an effective and timely manner with all library staff regarding work of the
  13. Liaison with city partners and service providers working in the areas of law enforcement, security, homelessness outreach, substance abuse outreach and mental health services.
  14. Serves as a member of the BPL’s Collection Security Team, providing strategic direction in all areas of collection security
  15. Responsible for compliance with laws, rules and regulations related to surveillance and security practices
  16. Responsible for auditing security equipment and procedures to ensure they are working properly and serving their intended purpose.

  • Conflict management, de-escalation and negotiation skills are essential.

Minimum Entrance Qualifications:


1. Experience

At least five years of full-time or equivalent part-time, administrative, managerial experience in any one or combination of the following fields: Library, Museum or public service security, facilities security, public safety, law enforcement, , , events logistics management. At least 2 years’ experience in a supervisory capacity. Significant and substantial current experience in administering a comparable program of Security management.  Strong customer service experience with a focus on public service


2. Education

A bachelor’s degree in Business Management, Security Management or related field from a recognized college or university. Advanced pertinent education desirable. In exceptional instances, specialized education, training and/or experience may be substituted for part or all of the educational requirements.


3. Other Requirements

  • Valid driver’s license.
  • Must be able to respond to emergency calls during off-hours.
  • Demonstrated ability to manage large number of employees in multiple locations. Ability to develop and conduct training programs.
  • Expert knowledge of security systems.
  • Demonstrated knowledge of email, word-processing, spreadsheet, and project management software.
