Brief Job Description (essential functions of the job):


Incumbent plans, coordinates the implementation, and monitors human resource functions for the Age Strong Commission.  Responsibilities may include monitoring, modifying and implementing human resource systems such as recruitment, training, and safety; interpreting policies and procedures; maintaining personnel records; and analyzing data to identify and resolve issues.


  • Manages the implementation of human resources operations and services, which include: recruitment, compensation, employment, benefits, training and all employment status changes.
  • Maintains personnel records and official files to include: attendance and leave records, medical records, residency requirements.
  • Assists in the implementation, tracking and setting up of staff training and professional development opportunities; maintains training logs and training completion certificates for personnel.
  • Conducts new employee orientations.
  • Completes documentation and forms for job postings, new hires, new positions, upgrades, resignations, and other employee status changes.
  • Interprets human resources policies and procedures; works with supervisors to maintain a healthy and safe working environment; and makes disciplinary recommendations.
  • Provides input in the development of human resources policies and procedures; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards and identifies issues of noncompliance. 
  • Reviews and works with managers to ensure compliance.
  • Reviews and analyzes reports and information; prepares, maintains, and approves a variety of operational records and reports; implements new and revised policies and procedures.
  • Works with senior staff and Chief of Staff to ensure the Elderly Commission is efficiently and effectively staffed and City and staff are adhering to City, State, and Federal policies, procedures, and regulations.
  • Complies with the City of Boston Policies/Procedures protecting staff information and the confidentiality of the information in accordance with the Federal and State regulations.
  • Assists with Commission events as needed.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Minimum four (4 )years of full-time, or equivalent part-time experience in human resources management or related field.
  • Associate’s degree may count for up to one (1) year of required experience, bachelor’s degree may count for up to two (2) years of required experience, and master’s degree may count for up to three (3) years of required experience.
  • Ability to exercise critical thinking, discretion and confidentiality in all workplace matter.
  • High proficiency with Microsoft Office.
  • Ability to apply laws, rules, regulations, specifications and standards in compliance with document policies and procedures.
  • Ability to give team feedback; ability to communicate effectively orally and in writing.
  • Strong problem solving ability.
  • Experience in typical office software systems (Microsoft Office or equivalent) and PeopleSoft preferred.
  • Bilingual preferred.
  • Ability to exercise good judgment and focus on detail as required by the job
