Brief Job Description (essential functions of the job):


Manages the day-to-day administration and operation of the Environment Department. Preparation and management of annual budget. Management of HR processes. Supervision of grants/contracts administration, procurement, and two administrative staff members. Management of office space and office procedures.



  • Supervises Grants/Contracts Administrator, Receptionist and non-permanent administrative staff.
  • Prepares and manages operating budget, including projecting and monitoring expenses, maintaining ledgers, and processing transfers and chargebacks.
  • Manages hiring process, including preparation of job requisitions, oversight of selection process, and onboarding new hires.
  • Develops and maintains procedures for reception, use of common space and equipment, assignment of workspaces, and other departmental matters
  • Serves as liaison with Human Resources, Budget, Auditing and Procurement to ensure workflow completion.
  • With other administrative staff, prepares payroll, manages attendance, leave, and travel approvals, maintains personnel records.With other administrative staff, prepares requisitions for goods and services and processes invoices for payment.
  • Maintains office supplies inventory and ensures operation of office equipment.
  • Provides support for the Commissioner, senior managers, and department as needed.
  • Serve as backup for receptionist and grants/contracts administrator as needed.
  • Performs related duties as required.

Minimum Entrance Qualifications:


  • At least four (4) years full-time, or equivalent part-time, experience in office, budget, or personnel administration or management, accounting, and reporting.
  • An undergraduate degree with a major in business administration, public administration, business management, or related field may be substituted for the required experience on the basis of one year of such education for six months of the required experience.
  • Ability to communicate effectively verbally and in writing; ability to collect and analyze financial data; to prepare reports with findings and recommendations.
  • Ability to establish and maintain effective working relationships with colleagues, vendors, other city departments and external agencies.
  • Demonstrated ability and use of software such as Microsoft Office, Google Chrome, word documents and excel.
  • Proficiency in Peoplesoft BAIS Financials and Human Capital Management strongly preferred.
  • Ability to exercise good judgement and focus on detail as required by the job.

Boston Residency Required.
