Brief Job Description (essential functions of the job):


Mayor Janey is committed to using data to evaluate, understand, and improve how the City of Boston operates and delivers services. The Director of Performance Management is responsible for supporting this vision by creating mechanisms to evaluate and inform how well the city is operating, driving change in specific areas of city operations, and creating a culture to sustain and build upon this work.


The Director of Performance Management leads the City of Boston’s enterprise-wide performance management efforts, focusing on the following core areas: performance measurement, targeted improvement, and change management. Through this work, the Director of Performance Management assists and supports the effective operation of city functions, resulting in the efficient use of city resources and an exceptional constituent experience.


This innovative new position sits within the Department of Innovation and Technology in the core area of Data Analytics. Reporting directly to the Chief Data Officer, it has an advisory responsibility to the Mayor’s Chief of Staff, Chief Financial Officer, Chief of Policy, and Budget Director.


Performance Measurement:

  • Responsible for the oversight and exploration of performance management tracking tools, including existing applications and software systems such as CityScore, performance dashboards, and performance data stored in the Analytics Team’s data warehouse.
  • Oversees and collaborates with senior staff on the collection and review of performance measures at the executive, cabinet, and departmental level.
  • Coordinates with members of the Analytics Team to connect performance metrics to analytics projects or to develop metrics to measure the effectiveness of projects.
  • In conjunction with the Mayor’s Office, Administration & Finance Cabinet, and select Departments, oversees and supports the establishment of targets and service level agreements for city services
  • Supervises the Office of Budget Management’s performance responsibilities which include: annual collection and review of departmental performance measures, development of performance targets, monthly and quarterly reporting of performance information, and identifying, leading, and supporting performance improvement projects.
  • Responsible for overseeing the public presentation of performance data and related information.


Targeted Improvement:

  • Identifies new opportunities to improve city processes, and supports and expands existing efforts.
  • In partnership with the Chief Data Officer and Budget Director, oversees performance improvement projects led and supported by the Citywide Analytics Team and Budget Office.
  • Manages and directs the work of the Performance Manager, and Data & Performance Analysts, and other staff as directed by the Chief Data Officer.  
  • Participates in the hiring and recruitment of Citywide Analytics Team members and others as determined by the Chief Data Officer, and Management Analysts as determined by the Budget Director.


Change Management:

  • Works with city leadership and management to establish methods to review and drive performance improvements, and supports existing efforts such as Mayoral CityScore, Basic City Services, and Planning & Zoning performance meetings.
  • Investigates and develops curriculum to reinforce and establish lasting management practices throughout the organization (lean, six sigma, etc.).


Additional responsibilities include:

  • Recruits and, if necessary, oversees outside assistance from academic and non-profit partners related to staff supplementation, additional analyses, and evaluation of city programs.
  • Supports additional duties as assigned by the Mayor’s Office, Chief Financial Officer, and Chief Data Officer.
  • Performs related work as required.


Minimum Entrance Qualifications:

  • At least five (5) years of full-time professional experience in performance management or other related analytical work, preferably in municipal government, of which one year must have been in a supervisory or managerial capacity.
  • Bachelor's degree strongly preferred and may be substituted for two (2) years of the required experience; graduate degree in related field preferred and may be substituted for three (3) years of the required experience. Supervisory or managerial experience may not be substituted.
  • Excellent oral and written communication skills.
  • Strong quantitative and analytical skills.
  • Demonstrated ability to work in diverse teams and experience building strong relationships across a range of functional areas and seniority levels.
  • Strong organizational and project management skills.
  • Proficiency with Microsoft Office Outlook, Word, Excel and PowerPoint.
  • Ability to exercise good judgment and focus on detail as required by the job.



You must live within Boston city limits at the start of your employment.
