Brief Job Description (essential job functions):

 

The Department of Innovation and Technology is looking for a hands-on GIS Program Manager to join the Enterprise Applications team. The Enterprise Applications team supports many of the technology platforms (GIS, Permitting, Revenue Management, ERP, etc.) which power the delivery of City services.

 

This is an opportunity for an experienced individual to help the City continue to develop a robust Enterprise GIS Program, ensuring high-quality service delivery to internal and external stakeholders, as well as integration with city processes and platforms.

 

The GIS Program Manager will be responsible for ensuring that the City has a reliable, resilient, secure GIS platform, with high-quality and current spatial data assets, and a team that can consistently deliver results based on City priorities.

 

The GIS Program Manager will be responsible for making short and long-term strategic recommendations, working with stakeholders to identify GIS requirements, developing enterprise standards, managing a team of GIS professionals and working effectively with technical staff across the City.

 

Responsibilities:

  • Understands, executes on, and advises on short and long-term strategic priorities.
  • Ensures good practices are followed for governance, architecture, lifecycle management and security.
  • Ensures consistent platform monitoring and root cause analysis when issues arise.
  • Collaborates with DoIT stakeholders, business stakeholders and vendor partners to ensure consistent integration, high-quality service delivery, and excellent customer service.
  • Ensures complete and consistent documentation for all GIS-related products, projects and services.
  • Maintains current knowledge of relevant technologies and business processes.
  • Ensures that GIS-related projects are delivered on schedule, cost and quality.
  • Develops, documents and maintains standards for geographic data and application frameworks, including metadata standards.
  • Ensures an effective GIS training strategy
  • Participates in all phases of the system development lifecycle including requirements analysis, design, development, testing, and deployment.
  • Serve as the project lead for large-scale, enterprise GIS projects, coordinate GIS services and activities across City departments.
  • Supports the management and maintenance of enterprise spatial database(s) including permissions, adherence to the City GIS data standards and workflows.
  • Manage and maintain GIS hardware, software and licensing, including developing and/or modifying integration with existing software systems or identifying potential conflicts and possible solutions.
  • Oversee RFPs and contracts related to GIS software and hardware purchases.
  • This role will also manage the relationship with the teams at BPDA, BRIC, BPD, BFD, DND, Parks, MassGIS and other government agencies, as well as our vendor partners such as ESRI and Geonetics and the large enterprise contract and credit vehicles
  • Perform related work as required

Minimum Entrance Qualifications:

  • At least four (4) years of full-time, or equivalent part-time, paid experience in a GIS leadership position
  • A bachelor’s degree in geography or computer science, or a related field (with significant coursework in GIS) may be substituted for two (2) years of the required experience. A master's degree can be substituted for three (3) years of the required experience
  • Extensive demonstrated experience with ArcGIS client, server and cloud products.
  • Knowledge of GIS-related opensource platforms
  • Demonstrated experience managing projects and competing priorities
  • Demonstrated experience with database, integration, testing, cloud hosting and mobile technologies is desirable
  • Demonstrated knowledge of configuring, installing, troubleshooting and supporting enterprise software solutions and servers with strong problem solving skills
  • Prior experience in working with assessing, planning and public safety stakeholders is desirable.
  • Proactive approach and strong communication skills
  • Demonstrated ability to work effectively with minimal guidance and where ambiguity may exist
  • Excellent partnering and collaboration skills
  • Ability to exercise good judgment and focus on the details as required by the job
  • Self‐motivated, able to work independently, and takes initiative.
  • Outstanding attention to detail with superior time and project management skills.

 

BOSTON RESIDENCY REQUIRED - You must live within Boston city limits at the start of your employment. Residency will be verified.

Union/Salary Plan/Grade:  SENA/MM1-11
