This is a provisional appointment.

Brief Job Description (essential functions of the job):

Under the general supervision of the Director of the Human Resources for the Office of the Streets, Public Works Department and Boston Transportation Department, the Sr. Personnel Officer coordinates and processes a wide variety of Human Resource programs and procedures for the Human Resource office.   

Responsibilities:

Duties included but not limited to:

 

  • Assists in overseeing and coordinating the city of Boston attendance and workers' compensation processes.
  • Assists with coordination of administrating disciplinary procedures for the department. 
  • Preparation of research reports on matters relating to personnel and personnel administration, i.e. runs reports and queries as needed.
  • Assists with preparation and processing of documentation of medical and other requests for leaves of absence such as, but not limited to, FMLA, vacations, sick time, tracking of accrued leave benefits and leave buy-back programs.
  • Responsible for compliance and ongoing maintenance of hoisting licenses and commercial driver license (cdl) of employees.
  • Responsible for processing all unemployment claims for BTD/PWD.
  • Assists with the online hiring process and onboarding in city of Boston recruiting system.
  • Assists Director in coordinating and conducting trainings on relevant HR topics for department personnel. 
  • Serves as the point person for annual compliance.
  • Responds to employee verifications from outside agencies.
  • Interprets City and Departmental personnel policies for supervisory personnel of the department and advises them on their administrative responsibilities.
  • Assists Director in overall administration of human resource functions, including developing and maintaining administrative systems.
  • Works closely with staff on changes affecting systems-related programs in the operation of the Human Resources functions.
  • Performs other related duties as required.

    Required to work any emergency as directed by the Chief of Streets or designee.

Minimum Entrance Qualifications:

 

  • Must have at least three (3) years of full-time, or equivalent part-time paid experience in the field of human resources, personnel, or labor relations, of which at least one (1) year must have been in a supervisory/managerial capacity.
  • Knowledge of personnel administration; of civil service laws; of collective bargaining agreements; of employee assistance programs; of PeopleSoft; and of the C.D.L. drug and alcohol testing requirements. 
  • Knowledge of City of Boston personnel policies and procedures and classification and compensation plan preferred. 
  • Skills in software programs, especially Microsoft Office (Word, Excel, Power Point). 
  • Ability to understand complex oral and written commands; to maintain and process information of a confidential nature; and to operate and interact professionally with fellow employees and supervisors as well as other city and outside agencies. 
  • Strong interpersonal and oral and written communication skills. 
  • Ability to exercise good judgment and focus on detail as required by the job.
