Brief Job Description (essential functions of the job):


Under the direction of the Chief Digital Officer, the Digital Engagement Strategist will develop and implement a digital engagement plan for the City of Boston. Digital engagement includes, but is not limited to: social media (e.g. Twitter), email newsletters (e.g. Mailchimp), blogs (e.g. Medium), online forums (e.g. DemocracyOS), notifications (e.g. Twilio), and apps (e.g. Nextdoor).


The focus of this position is to advance the City of Boston's engagement and communication with constituents across the City while protecting and strengthening the City's brand in public service delivery. This position will be closely aligned with the City’s Digital Principles, and in coordination with existing channels including, department social media channels, the Office of Civic Engagement, and the Mayor's Press Office. This role requires extensive experience with digital engagement platforms and a clear and comprehensive understanding of the impact emerging technologies can have to support and improve digital engagement.


A strong applicant will have a proven record of developing and managing marketing channels and strategies, and designing and supporting digital engagement channels. The successful applicant will be effective at partnering with various City agencies, and supporting ongoing citizen engagement efforts and various digital engagement initiatives.


  • Develops and implements overarching digital engagement strategy.
  • Assesses City-wide departmental needs and works with departmental liaisons to set up and manage appropriate approaches.
  • Empowers staff that already have an understanding of emerging tech/media and train those who are new to the tools. Establishes a well defined list of best practices for social media liaisons across City departments.
  • Designs and executes multi-channel and well-coordinated social media campaigns
  • Provides guidance and best practices in the areas of security, infrastructure, privacy, public records, copyright, terms of use, archiving, etc. to support the tools and technologies in use.
  • Works closely with the city's Digital Team and department  communications officers to ensure the strategic, effective, and prompt display of City communications through the appropriate online platforms and services, incorporating new technologies as needed.
  • Possesses a strong understanding of leading-edge digital engagement technologies and assess usefulness for City digital engagement strategy.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • Three (3) years of fulltime, or equivalent part-time, experience in emerging social technologies and marketing/communications. A Bachelor of Science degree in business administration, marketing, communications, or related field preferred and may be substituted for two (2) years of the required experience.  Master's degree in any of these fields strongly preferred.
  • Mastery in social media and other digital engagement platforms, training, and basic statistics and analysis.
  • Ability to understand user requirements and deliver relevant technology solutions.
  • Superior written and verbal communication skills.
  • Critical thinker with strong analytic and creative problem-solving skills; ability to quickly recognize/anticipate difficult issues and use innovative and responsible procedures to resolve them.
  • Strong work ethic, self-starter, creative, energetic, and enthusiastic.
  • Efficient, adaptable, and unflappable under pressure; able to balance competing or shifting priorities.
  • Must have demonstrated excellent team and consensus building attributes and dynamic leadership ability to develop and lead multi-disciplinary work teams.
  • Strong business planning, organization, and project management skills.
  • Strong interpersonal, negotiating, and presenting skills to work with constituencies, internal users, senior management, and external personnel on matters requiring coordinated activity across organizational lines.
  • Ability to exercise good judgment and focus on detail as required by the job.
