    Brief Job Description (essential functions of the job):

     

    Supports the policy and research efforts of the Office of Health and Human Services (HHS) by gaining an understanding of the spectrum of health and human services policy issues. Provides leadership and direction for HHS policy campaigns, forums and staff endeavors. Supports the growth and development of the policy efforts of the ten (10) HHS Departments and their respective divisions.

     

    Duties are performed under the general direction of the Cabinet Chief, reporting directly to the HHS Chief of Staff.

     

    Responsibilities:

    • Helps establish and craft policy and related talking points, informational briefs, and memos for the Cabinet. 
    • Provides recommendations, guidance and ideas on HHS policy related projects to better serve Boston residents and vulnerable populations, assisting in all aspects of the projects as necessary. 
    • Assists HHS Departments in policy development and research, including managing the implementation of policy initiatives. 
    • Works closely with the Intergovernmental Relations.
    • Serves as liaison to Policy Directors in other departments and to the Mayor’s Chief of Policy.
    • Stays abreast of all federal and state policy developments related to Health and Human Services.
    • Provides input on fact sheets, reports, memos, and all correspondence to the Mayor and others.
    • Supports all HHS initiatives and priorities through legislative and administrative tracks; prepares testimony for administrative and legislative venues, and when requested delivers said testimony.
    • Meets regularly with the Cabinet Chief and/or Chief of Staff to brief, discuss, and assess projects; participates in all OHHS staff meetings as required and requested.
    • Participates and contributes in all HHS Cabinet meetings as required and requested by supervisors.
    • Staffs the Cabinet Chief at meetings, providing notes and ensuring follow-up as needed.
    • Serves as a delegate for the Mayor and the Chief in meetings, bodies, and events, as requested.
    • Contributes to team effort by accomplishing related results to reach the mission of the Office.
    • Performs related work as required. 

    Minimum Entrance Qualifications:

    • A minimum of three (3) years of experience in public policy development and advocacy.
    • Substantive knowledge of policy area(s) addressed in HHS.
    • Research capabilities, analysis and utilization of data in the social sciences are desirable.
    • Proficiency in utilizing technology for research and communication.
    • Highly organized with excellent written and oral communication skills.
    • A proven ability to work collaboratively as a colleague and team builder.
    • Demonstrated capabilities to work successfully within coalitions.
    • Innovative thinking with a results-focused work ethic.
    • Excellent interpersonal skills, motivation, commitment, and passion, integrity, credibility, and commitment to the mission of the City of Boston.
    • Preferred degree in Law, Public Policy or a related field.
    • Preferred bilingualism in Spanish and/or one of the top five languages of Boston residents. 
    • Ability to exercise good judgement and focus on detail as required by the job. 

     

    BOSTON RESIDENCY REQUIRED 

     

    Terms:

    Union/Salary Plan/Grade: $65,000-$70,000 anually 

    Hours Per Week: 35.
