    Brief Job Description (essential functions of the job):                                                                            

     

    The City of Boston Public Works Department is seeking a talented individual to lead a team tasked with managing the implementation of Distributed Antenna System (DAS) applications throughout the City of Boston (COB). 

     

    With the growing demand for network connectivity in the City of Boston, there has been a substantial increase in the number of Distributed Antenna System (DAS) installations.  

     

    Under the direction of the Street Lighting and Asset Manager, the Manager of DAS Compliance leads a team that ensures all DAS contractors abide by the tenets of their agreements and conduct their work in a way that maintains or improves livability in the City of Boston.  The Manager of DAS Compliance ensures construction activities of all DAS contractors meet City specifications and installations are completed in a timely and minimally disruptive manner.

    Responsibilities:

    Responsibilities include but are not limited to: 

    • Supervises a team of employees dedicated to the inspection and proper implementation of all DAS applications. Provides field supervision and coordinates the activities of all DAS contractors during each phase of the installation process.
    • Acts as a liaison to COB, vendors, and departments to resolve operational issues.  Represents the Public Works Department (PWD) at all departmental and interdepartmental meeting involving DAS.
    • Serves as the primary point person to ensure contractors have communicated their plans effectively to internal and external parties. 
    • Manages all aspects of the implementation process for DAS and all street lighting systems from initial request to installation to project close out.
    • Leads the transition process from traditional City infrastructure to DAS equipped infrastructure on roads, parks and other public areas managed by the Boston Public Works Department.
    • Leads monthly meetings with DAS contractors to identify, track and resolve compliance issues.  Implements measures as needed to expedite resolution of compliance issues. 
    • Addresses compliance issues with the contractor and engage appropriate City departments and personnel to work toward an expedited resolution.  
    • Manages the identification and resolution of all construction issues under the domain of the PWD so that DAS and other street lighting installations have maintained or improved the local infrastructure.
    • Reviews and manages DAS approval process to keep contractors on a timely development schedule while allowing sufficient time for COB department’s review. 
    • Manages contractor communication including weekly project schedule updates, effective community engagement and proper approval from all pertinent sign off groups. 
    • Oversees the process for on-site inspections of DAS installation to ensure work is done to City specifications. 
    • Manages post installation verification process to ensure DAS and other street lighting systems are operating as required.
    • Manages the identification, tracking and return of City of Boston assets by DAS contractors.
    • Conducts regular review of processes and makes recommendations for improvements.
    • Manages the compliance tracking process, providing regular updates to senior staff, other departments and DAS contractors as needed.
    • As needed, participates in review and analysis of applicable emerging technologies to assess the benefits to constituents and/or City operations.  
    • Manages 311 queues.  Responds to requests relevant to all street lighting systems.
    • Performs related work as required.

    Required to work any and all emergencies as directed by the Chief of Streets or designee.

    Minimum Entrance Qualifications:

    • At least four (4) years of full-time, or equivalent part-time, paid professional experience which involved project management and/or contractor management preferably in the telecommunications industry of which two (2) years must have been in a supervisory capacity.  
    • A bachelor’s degree in construction management or business administration is preferred and may be substituted for two years of the required experience.  Supervisory experience may be substituted.
    • Knowledge of methods of construction, including but not limited to, underground lighting conduit facilities, and knowledge of methods for above ground installations.
    • Experience working with Distributed Antenna Systems infrastructure and of the telecommunications industry highly preferred.
    • Ability to supervise, manage, and develop staff.
    • Must have and maintain a current Massachusetts driver’s license.
    • Proficiency in using software programs such as MS Word, Excel, MS Outlook and PowerPoint strongly preferred
    • Ability to read and comprehend technical manuals, manufacturers specifications, and troubleshooting guides used in the installation and repair of street lighting equipment
    • Working ability to prepare clear and concise reports, to communicate effectively both orally and in writing, to maintain good working relationships with co-workers, vendors, and members of the public.
    • Ability to provide workable solutions to conflicts with all parties.
    • Ability to identify, plan, and prioritize job responsibilities and tasks and determine and implement project timelines. Demonstrated strong problem solving skills.
    • Ability to exercise good judgment and focus on detail as required by the job.
