    Brief Job Description (essential functions of the job):


    Under the direction of the Director of the Public Facilities Department, the Assistant Director for Planning and Management produces and supervises the day-to-day administrative functions of the Department. 


    • Leads the planning, budgeting, procurement, accounts payable, administrative support, information technology and human resources functions.
    • Manages the Department’s operating budget; coordinates and leads all budget submissions; manages the capital project budget process, coordinates the annual capital budget submission and creates and manages the master plan for assigning projects;
    • Oversees the procurement, contracting and accounts payable functions;
    • Supervises the designer selection function; manages the Departmental information technology functions including overseeing the e-Builder Project Management Software System, maintains the Department’s website, coordinates the Department’s social media presence and manages the inventory of all IT and related office equipment;
    • Coordinates the Department’s human resources function serving as a liaison to the Human Resources Director; manages the Department’s support staff;
    • Manages special projects for the Director; manages day-to-day issues, communication and correspondence;
    • Performs other duties as required.

    Minimum Entrance Qualifications:

    • Applicants must have at least four (4) years of full time, or equivalent part-time public sector experience, and strong, collaborative staff management skills required.
    • Advanced degree in Public Administration, Business Administration or other related field preferred.
    • Familiarity with developing and managing Capital Planning and Operating budgets with strong analytical skills preferred.
    • Experience with information system management and development preferred. Knowledge of e-Builder or other Project Management Software a plus.
    • Experience managing websites and/or social media familiarity preferred.
    • Knowledge and understanding of Massachusetts public procurement requirements preferred. MCPPO designation is strongly preferred but required within 6-12 months of hire. 
    • Experience managing staff and hiring practices preferred.
    • Experience with PeopleSoft financial software preferred.
    • Excellent organizational and communications skills preferred.
    • Good interpersonal and problem-solving skills preferred.
    • Strong teamwork ethic preferred.
    • Ability to exercise good judgement and focus on the detail as required by the job.
