    Brief Job Description (essential functions of the job): 

     

    The mission of the Department of Neighborhood Development (DND) is to make Boston the most livable city in the nation by working with communities to build strong neighborhoods through the strategic investment of public resources.  DND oversees programs that create and preserve affordable housing, support homeowners, providing housing and support services to homeless individuals and families and dispose of city-owned property. 

     

    The Boston Home Center (BHC) helps Boston residents purchase, improve, and keep their homes.  The BHC offers training, financial help and counseling to first-time homebuyers, guidance and funding for homeowners for home improvements, and counseling to help families avoid foreclosure.  The BHC also markets homes developed for income-eligible, first-time homebuyers.

     

    Under the direct supervision of the Assistant Director for the Homebuyer Financial Assistance Program or designee, the Program Manager is responsible for implementing BHC programs and services to help first time homebuyers become homeowners.

    Responsibilities:

    • Provides clients with current information on and assistance with homebuying and homeownership programs and services.
    • Administers intake, enrollment and commitment.
    • Performs eligibility screening, financial analysis, and document assembly.
    • Maintains auditable files.
    • Oversees contracts, grant agreements and memoranda of understanding.
    • Assists in program enhancement, marketing and outreach efforts.
    • Prepares program status reports through Salesforce.
    • Coordinates activities with program participants, mortgage lenders, and funders.
    • Assists with BHC related homebuying education, classes and homebuying clubs and events as needed.
    • Performs related work as required.

     

    Minimum Entrance Qualifications:

    • At least two (2) years of fulltime, or equivalent part-time, experience in housing or residential real estate, or mortgage finance.
    • Demonstrated writing, presentation, counseling, and communication skills preferred.
    • Understanding of HUD programs, particularly the Community Development Block Grant (CDBG) program, federal and state lead abatement standards, and state housing programs preferred.
    • Strong organizational, workflow management, project management, attention to detail, analytical and interpersonal skills required.
    • Strong customer service skills and proven ability to work with the public.
    • Demonstrated knowledge of the residential real estate sales market, mortgage loan processing, mortgage underwriting, and first time home buyer programs.
    • Experience in event planning preferred.
    • Demonstrated knowledge of Microsoft Office and Salesforce preferred.
    • Ability to exercise good judgment and focus on detail as required by the job.
    • Appropriate educational substitutions may be made.
    • Ability to work nights and weekends as needed.
    • Fluency in Spanish and/or Haitian Creole preferred.
