    Brief Job Description (essential functions of the job):


    The Department of Innovation and Technology, Enterprise Application Team is looking for a dynamic Technical Team Lead to join the Boston Administrative Information System (BAIS) team. Our ERP environment recently went through a significant upgrade, enabling us to transform the way employees and vendors interact with their information. We are looking for an inspired person to think creatively how ERP technology solutions can improve efficiencies while creating an experience that is welcoming, and highly useful to users.


    • Provides professional development to a team of technical developers, security administrators and system administrators supporting PeopleSoft Human Capital Management, Financial, and other integrated systems.
    • Plans and directs day-to-day technical team activities (including but not limited to development, application fixes / upgrades / enhancements).
    • Designs and implements technical components surrounding technical architecture, maintenance, operational support, PeopleSoft tools and technologies, and its integration to other 3rd party systems.
    • Works in partnership with the Financial and HCM Team Leads, and other key business stakeholders to manage technical projects including updates, upgrades, architecture planning, and other technical projects.
    • Develops and oversees the controls and processes in place to provide governance, high availability, and scalability of the system, as well as constantly improving operational capabilities.
    • Fosters open and clear communication and strong partnerships with the business to fully understand their processes discover needs and translate requirements of functional and technical specifications to ensure customer satisfaction throughout the delivery process.
    • Creates a work environment that encourages the development of an experienced, knowledgeable, efficient and effective Technology Team by identifying training needs and evaluating team skill sets to determine areas of improvement and takes corrective action, through mentoring, training, procuring tools, or other means as necessary.
    • Plans, communicate, leads and coordinates application changes / enhancements / upgrades with the BAIS functional teams and other teams, by developing an execution schedule that ensures the integrity of the process and meets user requirements.
    • Manages and mentors personnel to ensure most effective utilization of individual skills and staff development.
    • Leads development and recommendation of information technology strategy and technology deployment.
    • Leads and coordinates analysis, troubleshoots complex technical problems and formulating options to address solution issues.
    • Manages vendor technology for fit, quality and schedule.
    • Evaluates and improves issues resolution lifecycle standards and procedures.
    • Performs related work as required.

    Minimum Entrance Qualifications:

    • At least four (4) years of full-time, or equivalent part-time, experience in leading technical teams, managing and coordinating project deliverables, including development experience with relational database environments, PeopleSoft Financials or HCM applications, or similar ERP application. Experience with PeopleTools version 8.51 or above is desirable.
    • A bachelor’s degree in computer science or a related field is highly desirable and may be substituted for two (2) years of the required experience.
    • Knowledge and use of PL/SQL, SQL and SQR reporting environment is required.
    • Demonstrated experience managing or leading technical teams with a strong understanding of technology operations is required.
    • Strong foundation surrounding PeopleSoft HCM and Finance technologies and software solutions is required.
    • Strong software development methodology and architecture experience is required.
    • Demonstrated track record implementing and successfully managing application design, analysis, development and integration lifecycle related to PeopleSoft modules (HCM, Payroll, Finance) is strongly desirable
    • Work experience of PeopleSoft Financials and HCM application modules (General Ledger, Commitment Control, Accounts Payable, Accounts Receivable, Billing, Strategic Sourcing and Supplier Contracts, Payroll, Benefits Administration, Absence Management, Core HR, and Time and Labor) is desirable.
    • Knowledge of these applications in a mainframe environment is desirable.
    • General knowledge of Payroll, Benefit and Human Resource management practices, especially in the public sector, is highly desirable.
    • Proactive approach and strong communication skills.
    • General knowledge of City of Boston and Commonwealth of Massachusetts regulatory requirements in the area of employer/employee relationships is desirable.
    • General knowledge of the City of Boston’s Human Resources/Payroll policies and practices is desirable.
    • Ability to design, implement, evaluate and analyze data and reporting mechanisms is desirable.
    • Ability to exercise good judgment and focus on detail as required by the job.


    BOSTON RESIDENCY REQUIRED - You must live within Boston city limits at the start of your employment. Residency will be verified.
