    Brief Job Description (essential functions of the job):


    Under the supervision of the Director of Operations, the Director of Technical Services leads the IT team and ensures that Assessing staff is well equipped with cutting-edge technology to support the Assessing Department’s goal of building a stronger and more efficient network environment.  These efforts include everything from designing and deploying new applications for use by the Assessing staff, outside consultants, and City of Boston staff. The Director will also be responsible for identifying cutting-edge solutions, ensuring that all Assessing staff have the IT tools and training needed to do their jobs efficiently.  

    The Assessing Department’s technology environment has multiple moving parts, both internal database systems and external systems with the intent on moving toward consolidation into a new CAMA system.  The Director should have a passion for maximizing the potential of our platforms and sharing their benefits with staff.  






    • Oversees all aspects of information technology for a department of 90 people.
    • Manages operation and maintenance of computer aided mass appraisal (CAMA) system and all related systems and acquisitions.
    • Responsible for procurement, deployment, maintenance and disposition of field collection hardware
    • Performs work of considerable difficulty in planning, coordinating and administering computer hardware, software, and networks.
    • Responsible for the technical strategic direction, in consultation with the Commissioner, of the department that includes system enhancements, consulting efforts, software licenses, and hardware replacement.
    • Provide leadership in business process improvement through technical improvements and acquisitions.
    • Collaboratively manages all IT projects, policies and investments.  Maintains a weekly project management report for the Director of Operations with status of all major tasks of the IT division.
    • Develops and implements training programs on all aspects of technology for Assessing staff.
    • Supervises, coaches and trains IT staff including developing ongoing professional development.
    • Evaluates new tools and technologies and recommends the procurement of all computer software for the Assessing Department.
    • Regularly collaborates with partners in all departments within City Hall, including the Department of Innovation (DoIT) and Technology and outside consultants.
    • Reviews and approves the procurement of all computer hardware and software prior to the final approval by the Commissioner.
    • Prepares reports, carries out special projects, represents the department and performs other related work as required by the position.

    Minimum Entrance Qualifications:

    • Applicant must have at least eleven (11) years of fulltime, or equivalent part-time, professional experience in administration of computer systems or related field. Educational substitutions may be made for this experience.
    • Thorough and expert knowledge of personal computer environment, operating systems, and software, including Windows, Linux, and Office. Experience with database environments (SQL and Oracle) preferred.
    • Experience with computer aided mass appraisal (CAMA) systems, GIS/geospatial systems, and workflow tracking systems is preferred.
    • Demonstrated ability to train and supervise staff.
    • Excellent organizational, problem solving and communication skills
    • Thorough and expert knowledge of mainframe, network, customized software, video, multimedia, telecommunication and related technical area preferred.
    • Demonstrated skill in written communication and oral communication.
    • Demonstrated project management, systems management and development skills experience preferred.
    • Knowledge of IT project management, cloud-based technology platforms, local area networks, systems analyses, programming concepts, and business process improvement
    • Ability to exercise good judgment and focus on detail as required by the job
    • Demonstrated teamwork and interpersonal skills preferred. 
    • Demonstrated ability to train and motivate staff preferred.


    City of Boston Residency is required.




    Union/Salary Plan/Grade: SENA/MM1-11

    Hours Per Week: 35
