  • Overview:

    Brief Job Description (essential functions of the job):

     

    The mission of the Department of Neighborhood Development (DND) is to make Boston the most livable city in the nation by working with communities to build strong neighborhoods through the strategic investment of public resources.  DND oversees programs that create and preserve affordable housing, support homeowners and renters, provide housing and services to homeless individuals and families, and dispose of city-owned property. DND has an annual budget of approximately $100 million from a number of different sources, including federal grants and City funds. 

     

    Under the supervision of the Deputy Director for Administration and Finance, the Controller is responsible for managing DND’s finances, including all of the department’s accounts payable, accounts receivable, payroll, accounting, and treasury functions.

     

    The Controller is a critical member of the department’s administration, ensuring that funds are managed in accordance with all City, State, and Federal requirements. 

     

    Responsibilities:

    • Develops and implements policies, procedures and controls to ensure that funds are managed in an efficient and effective manner.
    • Manages a team of accounting and finance personnel.
    • Creates, reviews, and approves transactions in City and Federal financial management systems.
    • Develops and implements a cost allocation plan and system for documenting costs.
    • Oversees all audits of DND’s financial records.
    • Prepares financial reports for department and City leadership and granting authorities.
    • Represents the department on financial matters with the City Auditing and Treasury departments and the U.S. Department of Housing and Urban Development
    • Performs related work as required.

     

    Minimum Entrance Qualifications:

    • At least five (5) years of fulltime, or equivalent part-time, experience in finance, accounting or related field, of which three (3) years must have been in a supervisory capacity.
    • A bachelor’s degree in business or public administration, finance, accounting or related field strongly preferred and may be substituted for two (2) years of the required experience. A master’s degree in the above listed fields preferred. Supervisory experience may not be substituted.
    • A CPA is preferred.
    • Excellent organizational, problem solving and communication skills.
    • Knowledge of Federal grant financial management regulations (especially Department of Housing and Urban Development) and Generally Accepted Accounting Principles (GAAP) strongly preferred.
    • Demonstrated ability using PeopleSoft financials or other financial management systems.
    • Ability to exercise good judgment and focus on detail as required by the job.
