    Brief Job Description (essential functions of the job):



    The mission of Department of Neighborhood Development (DND) is to improve Boston’s neighborhoods and provide critical services to its residents. To that end, DND oversees programs that create and preserve affordable housing, support homeowners, assist small businesses and neighborhood commercial districts, provide housing and support services to homeless individuals and families and dispose of city-owned property.  

    To accomplish the work of the department, DND employees approximately 132 FTEs in eight divisions: Director’s Office, Administration & Finance, Policy Development & Research, Boston Home Center, Neighborhood Housing Development, Supportive Housing, Office of Housing Stability and Real Estate Management and Sales.

    Under the direction of the Director for the Department of Neighborhood Development and Cabinet Chief for Housing, the Director of Operations is responsible for overseeing the day-to-day management and operations of DND.


    • Evaluates and refines operations to improve management tools and program results, evaluates systems and implements improvements that will realize efficiencies, improves quality and shorten delivery times of services and funding.
    • Coordinates DND’s strategic planning, goal setting, budget development and performance evaluation.
    • Provides operational and program support to the divisions’ Deputy Directors, Assistant Directors and Operations Managers to help ensure that service and production goals are being realized.
    • Directly manages the support divisions within DND.
    • Participates as a lead member of DND’s Budget Team.
    • Enhances DND’s overall external customer service.
    • Works closely with the Administration and Finance/Human Resources Unit on personnel matters and assists with union negotiations.
    • Develops and manages relationships with other City Departments, state and local governmental entities, community development corporations, external stakeholders and program constituencies.
    • Carries out special projects, initiatives.
    • Perform related work as required.

    Minimum Entrance Qualifications:

    Minimum of five (5) years demonstrated senior management and/or operational experience.

    Master’s Degree in Government, Public Policy, Community Planning and Development, Business Administration, Operation Management or other related fields is strongly preferred.

    Experience with organizational management and operational analysis and systems preferred.

    Experience evaluating and implementing new technology solutions to address operational needs preferred.

    Excellent negotiation, writing, presentation, organizational and supervisory skills.

    Demonstrated ability to implement neighborhood development programs preferred.

    Appropriate educational substitutions will be considered.

    Ability to exercise good judgment and focus on detail as required by the job.
