    Brief Job Description (essential functions of the job):


    The Department of Innovation and Technology is looking for an experienced, collaborative PeopleSoft HCM Functional QA Analyst to join our Boston Administrative Information System (BAIS) team.


    As a member of a highly-collaborative group managing the City Human Resources technology solutions, the PeopleSoft HCM QA analyst will provide functional expertise to the BAIS team and end users to help manage and expand our HCM solution.  The PeopleSoft HCM QA analyst will work closely with technical staff, functional staff, project managers, and external partners across City government. This position will provide QA practices, functional and business process improvement recommendations and complete complex analytical tasks as we develop and expand our HCM enterprise solutions. The system recently went through a significant upgrade, enabling us to transform the way employees interact with their personnel information. We are looking for an innovative individual who can, provide exceptional QA, drive fixes and enhancements that provide users with an experience that is beautiful, welcoming, and highly useful.





    • Head analysis of cross-module issues, coordination of testing with stakeholders and end users, and confirmation of business sign off for changes (fixes, transformations, enhancements or Oracle delivered patches) to the HCM solution.
    • Conduct appropriate testing activities and perform review of results for system modifications with the goal of ensuring all integration points and downstream impacts are thoroughly considered.
    • Research, evaluate, recommend, and document modifications and enhancements to the system, as well as business process change(s). Analyze and coordinate the implementation of modifications, delivered fixes, upgrades and patches through the system life cycle.
    • Work closely with functional analysts, application developers, business owners, and end users to troubleshoot and resolve functional application problems thoroughly and timely.
    • Work with cross-functional teams to ensure quality throughout the software development lifecycle through recommending business process improvements or modifications to the system.
    • Document clearly and appropriately each change to the system, including at a minimum functional design documents, configuration documents, user training guides, process maps, testing documents, presentations, and more.
    • Assist central department personnel with the writing of complex queries.
    • Provide oral and written reports and presentations clearly, concisely, and effectively.
    • Assist in the development and the conduct of central offices and end-user training and knowledge transfer. Document business process changes and create job aids for system changes.  
    • Coordinate, communicate and prioritize requests from end users.
    • Continues to learn and research HCM trends, educate users and managers on functionality enhancements. Research delivered but currently unused PeopleSoft modules/functionality and become familiar with the functionality through hands-on testing.
    • Performs related work as required.


    Minimum Entrance Qualifications:

    • At least three (3) years of full-time, or equivalent part-time, professional experience in work in which the major duties were in information systems and process analysis which included experience involving Quality Assurance (QA), system testing &/or life cycle testing.
    • A bachelor's degree is preferred but not required and may be substituted for two (2) years of the required experience.
    • At least two (2) years professional experience involving the analysis and interpretation of policies related to Government HR and  payroll policies is desirable.
    • Knowledge of PeopleSoft HRMS application software with at least two (2) years experience with Core HR and ideally (2) years experience with additional modules including Benefits Administration, Payroll, Time and Labor and Absence Management is highly preferred.
    • Familiarity with various software products, such as issue tracking tools, query writing tools, process mapping tools, Microsoft Word, Excel and Microsoft Access is highly desirable.
    • Strong written, verbal, and presentation skills required.
    • Ability to exercise good judgment and focus on detail as required by the job.
