    Brief Job Description (essential functions of the job):


    The Department of Innovation and Technology is looking for a Revenue Management Solution Administrator to join our Enterprise Applications team to enable the delivery of services to constituents.


    Our solutions have and will continue to go through significant change, enabling us to transform the way the City collects tax and other types of revenue. We are looking for an innovative individual who can learn, collaborate, and administer technology platforms that provide users with highly useful services and an experience that is pleasant.


    Managing the City’s Revenue technology solutions, the Revenue Management Solutions Administrator will provide technical expertise as we develop and expand our revenue solutions, and will work closely with other technical staff, business analysts, project managers, vendors, stakeholders, and external partners.



    Primary Responsibilities:


    The Solution Administrator is accountable for the following key activities:


    • Administration of revenue management solutions (i.e. Tyler / Munis Tax system, Online Payment Processing, Cashiering, etc.), including upgrades and system updates.


    • Incident management activities for revenue management solutions in a hybrid model (on premises and / or hosted solutions).


    • Communication and education to end users for delivered features of solutions.


    • Vendor engagement to perform configuration, testing, issue reporting and resolution / validation of solutions.


    • Development and documentation of business and system requirements in partnership with business users.


    The Solution Administrator is also responsible for:


    • This role is engaged in all phases of the solution lifecycle including planning, design, coding, deployment, and ongoing maintenance.


    • Provide a good customer experience for either online or in person transactions by working with departments such as Treasury Department and its Collection’s Office.


    • Plan, organize and schedule systems related tasks, such as end user meetings and software upgrades In cooperation with departments.


    • Coordinate and collaborate with department Directors to ensure an effective staff development, change management, and system support program is implemented and maintained for business operations.


    • Assist department’s personnel with the development of complex reports.


    • Operational maintenance of the solutions managed including but not limited to: (1) analysis and coordination for migration, testing and functional sign-off of vendor delivered patches or fixes, (2) issue resolution and troubleshooting in collaboration with vendors and their application developers or support teams.


    • Operational security of the solutions managed including but not limited to: (1) knowledge and understanding of the Service Level Agreement (SLA) for their hosted systems to ensure compliance, (2) routine review of logs for on premises and hosted systems (frequency may depend on the type of data e.g., PCI, HIPAA, etc.) and provide documentation of the reviews, (3) quarterly solution security audit to ensure compliance of user accounts (reasons for account removal could include termination, job transfer, and/or no longer have a legitimate need for access), (4) analyze and administer security requirements, user roles, permissions and business rules across all MUNIS environments, (5) manage and coordinate vendor communications related to security and solution upgrades


    • Provide oral and written reports and presentations clearly, concisely, and effectively.


    • Support in the areas of best business practices/impact analysis, training and development.

    Minimum Entrance Qualifications:

    • At least three (3) years of full-time, or equivalent part-time, professional experience in work in which the major duties were in systems administration of solutions on premise, hosted, or cloud environments. Prior experience with managing and administering enterprise revenue management solutions (i.e. for instance, tax revenue such as Tyler / Munis, cashiering such as iNovah, and online payment processing) highly desirable.
    • Successful completion of two (2) years of full-time, or equivalent part time, education toward an undergraduate degree from a recognized school with a major in computer science, management information systems or related field may be substituted for one (1) year of the required experience. A bachelor's degree in the above listed majors may be substituted for two (2) years of the required experience.
    • Strong oral and written communication, presentation skills and have demonstrated an ability to work effectively in a team environment.
    • Knowledge of the City of Boston revenue management business practices and policies highly preferred.
    • Familiarity with various software products, such as MS SQL, SQL Reporting, SQL Views, MS Visio is required. Familiarity with web application design principles and technologies such as HTML, CSS, IIS, Apache, Web and Rest Services APIs, and XML preferred.
    • Experience with computer software applications such as MUNIS, Windows operating system, SQL Server Management Studio, SQL Reporting and related software packages highly desirable.
    • Ability to exercise good judgment and focus on details as required by the job.

    • Comfortable with ambiguity and effective with minimal guidance.
    • Strong partnering and collaboration skills.


    BOSTON RESIDENCY REQUIRED -  You must live within Boston city limits at the start of your employment. Residency will be verified.
