    Brief Job Description (essential functions of the job):


    Reporting to the Commissioner of Assessing, serves as Director of the Valuation Division. Responsible for the overall management of operations for determining the valuation of real estate and taxable personal property in the City of Boston. Establishes short and long-range goals and prioritizes the assignments for Assessment Operations; consults with managers to ensure goals are achieved.


    A successful candidate will develop and manage project plans while identifying and managing risks, and establishing ongoing communication with project stakeholders.


    • Oversees the selection, training, deployment and supervision of staff.
    • Develops and mentors staff to promote longevity and succession planning.
    • Plans, conducts and directs annual and special projects involving valuation operations in coordination with the following units: Board of Review, Research and Standards, Tax Policy and Litigation.
    • Analyzes, evaluates and develops systems relating to valuation, research and reduction of abatement liability.
    • Develops, recommends, updates and implements department policies and procedures: reviews the efficiency and effectiveness of operations, methods, processes and standards; implements needed improvements; schedules and attends staff meetings.
    • This position serves as liaison to MA Department of Revenue.
    • Represents the department in responding to complex and unique complaints from taxpayers, organizations, the Office of the Chief Financial Officer, and the Office of the Mayor.
    • Performs related work as required.

    Minimum Entrance Qualifications:

    • At least five (5) years of fulltime, or equivalent part-time, professional experience in assessment administration or related field within a large jurisdiction which included providing oversight to the operations of a unit or division, with two (2) years in a managerial or supervisory capacity.
    • A bachelor’s level degree in business, public administration or related field preferred may be substituted for two (2) years of the required experience.  The two (2) years of managerial or supervisory experience may not be substituted.
    • Ability to exercise good judgment and focus on detail as required by the job. 
    • Professional designation such as MAA (Massachusetts Accredited Assessor) or more advanced designation, preferred.
    • Advanced knowledge of valuation methodology, CAMA (computer assisted mass appraisal) systems and assessment operations and research preferred.
    • Thorough knowledge of abatement law and procedures preferred.
    • Demonstrated analytical, administrative and management skills preferred.
    • Demonstrated oral and written communication, presentation and negotiation skills preferred.
    • Thorough knowledge of a personal computer environment and of appropriate application software preferred.
    • Demonstrated ability to meet complex and difficult operational goals in required time frames preferred.
