Mayor Walsh has committed to end veteran and chronic homelessness in Boston by the end of 2018. The Mayor’s initiative, in addition to ending homelessness among other populations such as youth and families, is led by the Supportive Housing Division at the Department of Neighborhood Development. The Assistant Director is responsible for overall project management associated with the vision of ending homelessness in Boston.  The ideal candidate will possess the capacity to lead and implement complex system redesign with diverse – and at times competing – stakeholders. S/he will maintain a bias towards action and commitment to getting results in a complex environment. In addition, the ideal candidate will possess excellent project management skills, communication skills, and ability to independently drive multiple complex projects at the same time.

Responsibilities:

  • Assists in the development, refinement, and implementation of the plan to end homelessness in the City of Boston, currently known as the Action Plan to End Veteran and Chronic Homelessness in Boston.
  • Convenes Project implementation Teams and Leadership Teams for multiple initiatives.
  • Supervises and manages staff that lead system change, implementation, and development efforts; manage consultant teams, contractors, fellows and interns as needed.
  • Project manage complex, multi-stakeholder initiatives to successful completion.
  • Facilitates communication and resolves problems with contractors, partners, and other stakeholders as it relates to ending homelessness, the housing first approach, and supportive housing development.
  • Develops change management tools and strategies to use data to monitor effort and outcomes.
  • Supports and collaborates with the Deputy Director to oversee the large scale system change and to reach ambitious goals.
  • Keeps internal and external partners informed of portfolio progress through regular meetings and updates.
  • Prepares and provides audit information and recommends audit responses.
  • Reviews, analyzes and proposes necessary adjustments to complete projects.
  • Prepares a variety of statistics, reports, and presentations as required.
  • Performs related work as required by the position.

Minimum Entrance Qualifications:

  • At least four (4) years of fulltime, or equivalent part-time, professional project management experience in guiding complex organizational change and policy development of which two (2) years must have been in a supervisory capacity.
  • Appropriate educational substitutions may be made. Master's degree in public policy, social work, business or public administration or related fields strongly preferred.
  • Skilled in facilitation, team building, forging collaborative partnerships, and developing and maintaining strong relationships within the community and in convening and engaging people from diverse groups and sectors.
  • Ability to manage and implement initiatives; to supervise staff; to prepare a variety of reports, presentations, press releases and statistics.
  • Strong leadership and project management skills.
  • Proven capacity for complex reform or turnaround management.
  • Knowledge of housing development, affordable housing issues, particularly local, state and federal resources used to create permanent supportive housing.
  • Strong written, verbal, presentation, facilitation, organizational and problem solving skills.
  • Significant experience managing complex multi-stakeholder relationships.
  • Proven ability to build collaborative relationships, work with colleagues and external audiences and partners in the areas of public policy, systems change, housing development/operations, and/or the delivery of supportive services.
  • Familiarity with housing programs and services offered by the City of Boston and the Commonwealth of Massachusetts.
  • Familiarity with and dedication to housing first philosophy and approach.
  • Exceptional customer service skills and ability to work with the public.
  • Ability to exercise good judgment and focus on detail as required by the job.
  • Must be able to work a flexible work schedule of nights and weekends as needed in support of position’s responsibilities.
